Luoning County Rural Mobile Toilets
Luoning County has implemented a series of effective measures in the management of rural mobile toilets, establishing a comprehensive management and maintenance service system.

1. Innovative Implementation of the '86331' Management and Maintenance Model
Luoning County has innovatively implemented the '86331' management and maintenance model, standardizing the management of rural toilet renovations and mobile toilets in multiple aspects. At the township level, eight standards have been established for toilet renovation management stations, including having a venue, personnel, vehicles, systems, funding, records, a contact phone number, and supervision. This ensures that township management stations have comprehensive basic conditions and management capabilities to promptly respond to and address various toilet issues. At the village level, six requirements have been set for toilet renovation maintenance points, including having identification signs, maintenance personnel, operational computers, repair tools, spare parts inventory, and service records. This enables village-level maintenance points to efficiently carry out daily maintenance work and provide convenient services to villagers.
2. Establishment of Multiple Maintenance Models
Three maintenance models have been established: township-level management stations, village-level maintenance points, and social service points. Township-level management stations play a coordinating role, responsible for handling more complex and large-scale toilet maintenance issues. Village-level maintenance points focus on resolving daily minor faults and issues, facilitating convenient repair reporting for villagers. Social service points introduce social forces to participate, improving the quality and efficiency of maintenance services through market competition mechanisms. These three maintenance models complement each other, forming a comprehensive and multi-tiered maintenance network.
3. Opening of Multiple Repair Reporting Channels
Three repair reporting channels have been opened for the public: phone calls, WeChat, and QR codes, providing villagers with convenient repair reporting options. Villagers can choose the most suitable method based on their actual situation and habits, significantly improving the timeliness and accuracy of repair reporting. At the same time, through information technology, repair reporting information from villagers can be promptly recorded and processed, enabling full tracking and supervision of maintenance work.
4. Improvement of Regular Management and Maintenance Mechanisms
Li Baoguo, Chairman of the Municipal People's Congress Standing Committee, emphasized the need to clarify management responsibilities and improve regular management and maintenance mechanisms such as daily cleaning, facility maintenance, and disinfection. By reinforcing local and industry regulatory responsibilities, it is ensured that public toilets are properly managed and maintained, addressing the issue of 'construction without management' in rural toilet renovations. A comprehensive and effective regular service mechanism has been initially formed.
