Prefabricated Housing Subsidy Policy
Admin September 18, 2026
The prefabricated housing subsidy policy mainly includes three categories: rural renovation subsidies, urban demolition compensation, and central government financial subsidies for dilapidated housing renovation. Details are as follows:

I. Subsidy Policies for Renovating Rural Prefabricated Panel Houses
- Subsidies for Dilapidated Housing Renovation
Differentiated subsidies are provided based on the dilapidation level of the houses for households such as those receiving the five guarantees, low-income households, households in difficulty, and general households. For example, households receiving the five guarantees with Grade 1 dilapidated houses receive a subsidy of 20,000 yuan, while general households with Grade 1 dilapidated houses receive a subsidy of 5,000 yuan. Subsidy standards are subject to local policies. - Subsidies for Unified Housing Construction Planning
Farmers who build houses according to the government's unified plan can receive a subsidy of 100,000 yuan; if they build houses independently, the subsidy standard is 180,000 yuan. Specific amounts may vary by region. - Subsidies for Village Relocation and Land Reclamation
These cover the reconstruction of kitchens and toilets, the rebuilding of agricultural facilities (such as cold storage and ventilation warehouses), and subsidies for natural gas usage. For example, some regions provide special financial support for the rebuilding of agricultural facilities. - Subsidies for New Rural Construction
For projects aimed at improving the living environment, such as renovating animal pens, dams, kitchens, and toilets, subsidy standards vary depending on the type of house and the nature of the renovation. For example, toilet renovation projects may receive subsidies of several thousand yuan per household. - Subsidies for Poor and Disabled Individuals
Additional housing construction subsidies are provided to disabled individuals living in poverty whose houses have been identified as dilapidated, to ensure their basic living conditions.
II. Compensation Policies for Demolishing Urban Prefabricated Panel Buildings
To be eligible, the buildings must be identified as dilapidated or included in the demolition plan. Compensation methods include:
- Monetary Compensation
Professional appraisal agencies calculate the compensation amount by considering factors such as the prices of surrounding second-hand houses, the value of the house, decoration costs, moving expenses, transitional rent, and signing bonuses. The compensation is then directly transferred to the bank card. - Property Rights Exchange
Two options are provided: "return to the original site" or "relocation to another site." The contract must clearly specify the address, area, layout, and delivery date of the replacement housing to avoid issues such as excessive common area or delayed delivery. - Housing Voucher Settlement
Housing purchase vouchers are issued for purchasing designated housing (specific policies are subject to local implementation rules).
III. Central Government Financial Subsidy Policies for Rural Dilapidated Housing Renovation
- Target Beneficiaries
These subsidies support the renovation of dilapidated houses and seismic upgrades of rural houses for low-income groups, such as households at risk of returning to poverty, low-income households, and dispersed-supply households receiving the five guarantees. - Fund Management
The implementation period runs until December 31, 2025, after which its continuation will be decided based on performance evaluation results. Fund allocation follows the principles of scientific rationality and prioritization, and is monitored through the budget management integration system. Revenues are listed under "1100258 Housing Security Common Fiscal Authority Transfer Payment Income," and expenditures under "22101 Affordable Housing Project Expenditure." - Dynamic Monitoring Mechanism
Local authorities must strengthen monitoring with the goal of housing safety, renovating one house as soon as it is identified, and entering information into the national system and disbursing funds in a timely manner.
Notes: The specific amounts and projects of rural policies are subject to local realities. It is advisable to consult local authorities; urban demolition requires identification by professional institutions; the central government financial subsidy policy is valid until the end of 2025, and subsequent arrangements should be followed for the latest notifications.
