Perfect Policy System: Since 2019, Maoming has taken the development of prefabricated buildings as a crucial approach for the transformation and upgrading of the construction industry. Industrial Layout Taking Shape: To address the pain point of high transportation costs for prefabricated building components, Maoming has vigorously promoted the construction of local component production bases. Three prefabricated building component factories have been built in Dianbai District, Gaozhou City, and Huazhou City, with a combined designed annual production capacity of 220,000 cubic meters. These factories can not only meet the needs of local project construction but also radiate to surrounding areas such as Yangjiang and Yunfu. In addition, the construction of the Guangdong Low-Carbon Building Industrialization Science and Technology Innovation Base is being actively promoted. The project has been relocated to the east side of the Lintou Exit of the Shenyang-Haikou Expressway in Lintou Town, Dianbai District. Once completed, it will improve the industrial chain layout of prefabricated components and green building materials.
Effective Promotion Strategies: Adopting the strategy of 'government taking the lead and the market following', Maoming has taken the lead in promoting prefabricated buildings in government-invested projects. The proportion of prefabricated buildings in government-invested projects has increased from 10.2% in 2021 to 36.2% in the first half of 2025. At the same time, it has actively leveraged the 'Hundred-Billion-Thousand-Million Project' to promote prefabricated buildings in rural areas. By selecting suitable places for pilot projects, it has built demonstration projects of prefabricated rural houses and explored the use of prefabricated buildings in projects such as the improvement of rural house appearance, the renovation of rural dilapidated houses, and the resettlement of reservoir immigrants.
