Luoning Mobile Toilets

Admin October 09, 2026

Luoning County has established a multi-dimensional and systematic service system for mobile toilets and public toilet management, covering aspects such as supply, management, maintenance, and procurement.

I. Mobile Toilet Supply and Technological Innovation

The supply of mobile toilets in Luoning County relies on local manufacturers in Luoyang, with services covering the entire county. Manufacturers offer a variety of styles, with process designs closely aligned with scenario requirements, incorporating multiple innovative technologies to enhance practicality and efficiency. For example, modular design replaces traditional welding with aluminum alloy die-cast components, reducing single-module installation time to 15 minutes and increasing lateral force resistance to 3kn/m², significantly enhancing structural stability. Hydraulic telescopic rod technology allows toilet width to be adjusted by ±30%, accommodating different spatial needs. These innovative processes reduce construction costs while improving the flexibility and durability of mobile toilets, providing efficient solutions for public areas, tourist attractions, and other scenarios.

II. Public Toilet Management Supervision and Legal Safeguards

Luoning County strengthens public toilet management through legal means. Li Baoguo, Chairman of the Municipal People's Congress Standing Committee, conducted unannounced inspections of village (community) public toilet hygiene in Shangge Town and other areas to promote supervision efforts. The Municipal People's Congress formulated and issued the Decision on Strengthening Public Toilet Supervision, clarifying management responsibilities: local governments bear primary responsibility, while industry departments fulfill regulatory duties. It requires the establishment of a regular maintenance mechanism, ensuring closed-loop problem resolution through a “rectification list + deadline cancellation” model. For example, for issues such as hygiene dead zones and facility damage, relevant departments must complete rectifications and provide feedback within specified deadlines, forming a full-chain management process of “discovery-rectification-acceptance.”

III. Long-Term Maintenance Mechanism for Rural Toilet Renovation

To address maintenance needs after rural toilet renovation, Luoning County innovatively implements the “86331” maintenance model:

  • “8 Essentials” Standard: Township toilet maintenance stations must be equipped with eight basic conditions, including dedicated personnel, office space, and repair tools.
  • “6 Essentials” Requirement: Village-level toilet maintenance points must have six essential facilities, such as repair hotlines and maintenance record books.
  • Three Repair Modes: Integrate resources from township maintenance stations, village repair points, and social service points to form a three-tier linkage network.
  • Three Reporting Methods: Open telephone, WeChat, and QR code channels to facilitate quick feedback from the public.
Currently, the county has established 16 township maintenance stations and 381 village-level maintenance points, employing 488 maintenance personnel, achieving full service coverage for renovated villages.

IV. Practice of Tourist Public Toilet Procurement Projects

The People's Government of Shangge Town in Luoning County once released a procurement project for tourist public toilets in Lianbaohe Scenic Area, with a budget of 538,000 yuan, procuring entrance cement container houses and river valley light steel container house public toilets. The project required suppliers to complete delivery within 20 days of contract signing, with quality meeting national or industry standards and providing a two-year warranty period. Such procurement projects, supported by fiscal funds, ensure that public toilet facilities and service quality in tourist attractions meet standards, enhancing the visitor experience.
