Demolition of Prefabricated Panel Houses in Liuzhou City
Currently, there is no specific demolition policy for prefabricated panel houses in Liuzhou City. Their demolition or renovation is mainly carried out in accordance with general housing expropriation and old residential area renovation policies.

Renovation of Prefabricated Panel Houses
Taking the Yufeng Sanitation Dormitory Building at No. 218, Rongjun Second District as an example, this building was constructed in 1994 using a prefabricated panel structure. It has safety hazards such as building cracks, hollow exterior walls, and outdated water and electricity lines. However, since the residential area where it is located does not belong to the collective land of Jiahe Village and is not within the red line scope of urban village renovation, it has not been included in the scope of old residential area demolition for renovation. Instead, it is undergoing renovation of the old residential area, mainly including the main building of the house and supporting infrastructure. This indicates that for prefabricated panel houses, if they do not meet specific demolition conditions, priority will be given to improving living safety and comfort through old residential area renovation.
Housing Expropriation Compensation and Resettlement Policies
Liuzhou City has formulated the "Implementation Rules for Compensation and Resettlement for Housing Expropriation on State-owned Land in Liuzhou City" (Liuzhou Government Regulation [2024] No. 7) for compensation and resettlement regarding housing expropriation on state-owned land. These rules clarify the methods of housing compensation, including monetary compensation and property rights exchange, allowing the expropriated to choose according to their own needs. At the same time, it stipulates that the minimum resettlement unit size should not be less than 48 square meters per household, ensuring the basic housing needs of the expropriated.
Housing Voucher Resettlement Policies
To broaden resettlement channels, Liuzhou City has also issued the "Interim Measures for Housing Voucher Resettlement of Residential Houses Subject to Expropriation and Demolition in Liuzhou City" (Liuzhou Government Office [2024] No. 56). The expropriated can choose to use housing vouchers to purchase newly built commercial residential properties or resettlement housing provided by the government, offering more resettlement options for the expropriated and helping to meet the housing needs of different groups of people.
Overall, the handling of prefabricated panel houses in Liuzhou City is based on a comprehensive consideration of factors such as the actual situation of the houses and the nature of the land, and renovation or compensation and resettlement for housing expropriation are carried out in accordance with existing policies to safeguard the legitimate rights and interests and living safety of residents.
