Demolition of Prefabricated Panel Houses in Chenzhou
Under the new urban renewal regulations in 2024, prefabricated panel houses in Chenzhou have become a key focus, with some old and unsafe prefabricated panel houses potentially facing demolition. The demolition plans include in-situ reconstruction and physical resettlement, with compensation standards implemented in accordance with relevant policy documents.

I. Background and Current Situation of Demolition
Since 2021, large-scale demolitions in Chenzhou have largely ceased, shifting to urban renewal policies. However, the new urban renewal regulations in 2024 have designated prefabricated panel houses as key renovation targets. For example, the prefabricated panel houses in the two compounds of the former Chenzhou Electric Power Bureau (No. 31 Yanjiang Road and No. 9 Suxian North Road in Suxian District) were built in the 1980s and 1990s, mostly consisting of five-story structures with a service life exceeding 40 years. These houses were submerged up to the first floor during the catastrophic flood on August 13, 1999, and now suffer from issues such as wall cracks, leakage, and aging. They have poor fire, earthquake, and flood resistance capabilities, outdated designs, inadequate sound and heat insulation, and poor ventilation and lighting conditions, posing significant safety hazards.
II. Demolition Plan Recommendations
- In-situ Reconstruction: After demolishing the original prefabricated panel houses, high-rise residential commercial buildings will be constructed on the same plot, with the excess area used for greening within the compound. Original residents can exchange their old houses for new ones based on the original area, or purchase larger areas by making up the price difference if needed.
- Physical Resettlement: The Electric Power Bureau will coordinate with developers to provide resettlement houses elsewhere, allowing residents to move in directly without the need to rent houses or wait for the construction period of new houses.
III. Policy Basis and Compensation Standards
- Policy Basis: The "Measures for Compensation and Resettlement for the Expropriation of Collective Land and House Demolition in Chenzhou City" (Chenzhou Government Office Document [2022] No. 15), issued by the Office of the Chenzhou Municipal People's Government, regulates the work of demolition compensation and resettlement, safeguarding the rights and interests of expropriated collective economic organizations and residents.
- Compensation Standards:
- House Compensation: Prefabricated brick-concrete structure houses will be compensated at 2,800 yuan per square meter.
- Other Compensations: The amount of monetary compensation will be determined based on market assessment values considering factors such as the location, purpose, and area of the house; property exchange requires settling the price difference; compensation expenses include house compensation fees, relocation compensation fees, incentive compensation fees, etc., with specific standards determined by local governments based on actual conditions.
