Zhenjiang New Rural Mobile Toilets
Zhenjiang has carried out multiple initiatives in new rural mobile toilets, including rural household toilet renovations, the establishment of long-term maintenance mechanisms, and the rental and sales of mobile toilets.
I. Advancement of Rural Household Toilet Renovations
Zhenjiang City has actively responded to the provincial "Implementation Opinions on High-Quality Advancement of the Rural Toilet Revolution during the 14th Five-Year Plan Period" and has made every effort to promote rural household toilet renovations. In 2022, 3,847 rural household toilets were renovated and passed provincial inspections. In 2023, Dantu District included rural household toilet renovations among its top ten livelihood projects, planning to complete renovations for 2,712 households across 22 administrative villages, all implemented on a village-wide basis. As of July 10, 2,082 households have been renovated, achieving a renovation rate of 76.8%.
II. Support Measures for Renovation Work
To ensure the smooth progress of renovation work, Zhenjiang City has implemented several support measures. In terms of policy support, relevant implementation opinions and work plans have been issued to clarify responsibilities and strengthen overall coordination. For financial support, in addition to provincial subsidies, the municipal government also provides a certain proportion of subsidies and encourages farmers and social capital to participate in investments. Regarding technical support, experts have been organized to conduct specialized training to enhance the comprehensive professional capabilities of toilet renovation personnel. In terms of quality supervision, toilet renovation experts have been hired to provide theoretical training and on-site explanations, with construction carried out strictly in accordance with standards. Renovated toilets are uniformly photographed for record-keeping, and the municipal agricultural and rural bureau conducts irregular special inspections and unannounced visits.
III. Long-Term Maintenance Mechanism
Zhenjiang City has explored and established a long-term maintenance mechanism for household toilets that aligns with rural realities. By setting up grid members to regularly conduct follow-up inspections and supervision of operational maintenance, and integrating rural household toilet maintenance grid members into the district's long-term village environmental sanitation maintenance system of "six-in-one" personnel management, personnel enthusiasm has been enhanced, ensuring continuous and effective follow-up maintenance of rural household toilets.
IV. Rental and Sales of Mobile Toilets
