Their core function is to address the surge in restroom demand caused by a sudden increase in people within a short period. They serve as supplementary facilities to the urban public health system, aiming not for comprehensive coverage but to solve practical issues at specific times and locations. For example, during peak seasons, the Qicaidanxia Scenic Area effectively alleviates visitor queuing issues by flexibly deploying mobile toilets.

Mobile toilets come in two structural forms: box-type and trailer-type:
