Yunnan Prefabricated House Approval Process

Admin September 18, 2026

Currently, there are no specific regulations for the approval process of prefabricated houses in Yunnan. If a prefabricated house falls within the scope of new construction, renovation, or expansion of building engineering projects, relevant provisions in the 'One-Stop Service' Work Plan for the Commencement of Construction Projects in Yunnan Province can be referred to. The approval process involves the following matters and requirements:

Scope of Application: This approval process applies to new construction, renovation, and expansion projects of building engineering and municipal infrastructure engineering across the province. If a prefabricated house meets the definition of new construction, renovation, or expansion of building engineering projects, this approval process is applicable. This means that in Yunnan, regardless of the type of prefabricated house, as long as it falls within the scope of the aforementioned projects, it must comply with the corresponding approval regulations.

Integrated Handling Matters: It encompasses multiple aspects. The construction permit for building engineering is one of the core matters. Meanwhile, procedures for construction quality supervision, verification of materials for ensuring safe construction measures, and procedures for civil air defense engineering quality supervision can be consolidated into the handling of the construction permit for building engineering, simplifying some approval links and improving approval efficiency. Additionally, there are other matters such as the review of fire protection design for construction projects. These matters are voluntarily applied for by the construction unit, and the approval department will handle them in an integrated manner, providing more choices and convenience for the construction unit.

Division of Responsibilities: At the provincial level, the Provincial Department of Housing and Urban-Rural Development plays a leading role, responsible for the overall work of the 'One-Stop Service' for the commencement of construction projects across the province, coordinating and promoting inter-departmental business collaboration, standardizing service guides, etc., to ensure the orderly conduct of approval work. The Provincial Civil Air Defense Office is responsible for sorting out the business of 'civil air defense engineering quality supervision procedures' and cooperating with relevant work. At the prefecture (city), county (city, district) levels, although specific responsibilities for prefabricated houses are not detailed, it is clearly required to follow the relevant policies and procedures formulated at the provincial level to carry out approval work, ensuring the consistency and standardization of approval work across the province.
