Xianning City is comprehensively promoting the development of prefabricated assembly houses (prefabricated buildings) through policy guidance, clear scope definition, technical standard specifications, and multi-link control, aiming to achieve a prefabricated building ratio of over 30% by 2025 and facilitating the industrialization and green transformation of the construction industry.

Policy Background and Objectives

Based on relevant documents from the national and Hubei provincial governments, Xianning City has formulated the "Implementation Plan for Accelerating the Development of Prefabricated Buildings in Xianning City," which sets clear phased objectives:

• 2017-2018: Cultivate market entities and guide enterprises to conduct pilot projects;
• 2019-2020: Achieve a prefabricated building area ratio of over 15%;
• 2021-2025: Increase the ratio by 5% annually, reaching over 30% by 2025.

Implementation Scope and Requirements

• Xian'an District Urban Planning Area: All newly constructed public buildings and residential projects must adopt prefabricated construction;
• Other Counties (Cities): New public rental housing, shantytown renovation resettlement housing, and government-invested large and medium-sized projects shall fully implement prefabricated construction, with other projects aiming for a ratio of over 30% by 2025;
• Exceptions: Public buildings under 3,000 square meters and low-rise residential buildings of three stories or less may be exempted with approval from the housing and construction department.

Technical Standards and Component Parts

• Definition: Prefabricated buildings refer to structures where the main structural, enclosure, equipment and pipeline, and interior decoration systems are integrated using prefabricated component parts, including concrete, steel, and timber structures;
• Promoted Components: Prefabricated stair treads, composite floor slabs, prefabricated bay windows, prefabricated interior wall panels, insulated prefabricated exterior wall panels, etc.;
• Assembly Rate Requirements: Projects must implement indicators in accordance with the "Evaluation Standard for Prefabricated Buildings" (GB/T51129-2017) and the "Calculation Rules for the Assembly Rate of Prefabricated Buildings in Xianning City (Trial Implementation)."

Policy Support and Guarantee Measures

• Planning Permission: Clearly specify the prefabricated ratio and prefabricated assembly rate during land transfer or allocation and include them in the contract;
• Floor Area Ratio Incentives: The horizontal projected area of exterior wall prefabricated parts (not exceeding 3% of the total building area above ground level) shall not be included in the floor area ratio calculation;
• Other Incentives: Enjoy policy support in commercial housing pre-sales, finance, taxation, and comprehensive services;
• Control Links: Strictly manage project approval, land supply, planning permission, construction permission, completion acceptance, and other links to ensure project implementation.

Demonstration Projects and Industry Significance

Xianning City's first demonstration project, the "Xianning Business Logistics Zone Smart Internet Platform Project," completed its first hoisting installation on May 5, 20XX, with an assembly rate of 50%, using prefabricated composite floor slabs, stairs, and other components. This project verified the feasibility of the construction process, laid the foundation for training local technical workers and improving the industrial chain, and promoted the green transformation of the construction industry.
