Where to Build Container Houses

Admin September 17, 2026

The location for building container houses should be determined based on their intended use and compliance requirements. Common legal scenarios include temporary storage on farmland, commercial/cultural tourism land operations, residential construction declarations, and other special-purpose sites.

1. Temporary storage scenarios on farmland or rooftops
For temporary uses such as storing agricultural supplies and tools, container houses can be placed in fields or on rooftops, but must strictly meet the following conditions: the ground is not hardened, no water or electricity is connected, and the land nature is not changed. For example, in 2024, a local natural resources bureau clarified that container houses with unhardened ground, no water or electricity connections, and used solely for agricultural supply storage are not considered illegal constructions. In such scenarios, the houses have a single function and do not require complex approvals, but regular checks on land use status are necessary to avoid compliance issues arising from functional expansions (such as residential or commercial use).

2. Commercial operation scenarios
For commercial or cultural tourism activities (such as coffee bars, bed-and-breakfasts, fitness pods), priority should be given to commercial or cultural tourism land, avoiding protected farmland areas. Such scenarios require multiple approval procedures:

  • Land use approval: Confirm that the land nature meets operational needs and avoid occupying agricultural or ecological protection land;
  • Planning filing: Submit house design drawings to ensure compliance with local building planning requirements;
  • Fire safety permit: The operational site must pass fire safety inspections, such as a case where a campsite owner in Yunnan was penalized for not obtaining forestry fire safety approval.
    In one case, a company in Hangzhou legally used container houses for staff dormitories through prefabricated building approvals; while a coffee bar in Yunnan was fined for leasing forest land and not obtaining forestry fire safety approval.

3. Residential use scenarios
For permanent residential use, container houses must be declared as formal buildings, obtain construction permits, and meet the following restrictions:

  • Floor height limit: No more than 6 floors;
  • Total height limit: ≤24 meters.
    In such scenarios, the houses must be connected to water and electricity and meet seismic and fire safety standards. The approval process is the same as for ordinary residences, but the construction period and cost may be lower.

4. Other special scenarios
The flexibility of container houses makes them suitable for various innovative scenarios:

  • Large-scale events: Such as the use of containers to build the Athletes' Village for the 2026 Nagoya Asian Games in Japan;
  • Cultural tourism projects: For example, Shanting District in Zaozhuang City, Shandong Province, uses containers to create characteristic bed-and-breakfast scenic spots;
  • Emergency facilities: Rapid construction of temporary medical points or post-disaster shelters;
  • Commercial innovations: 24-hour self-service fitness pods, mobile bookstores, etc.
    For such scenarios, approval procedures need to be adjusted according to specific functions and local policies, with emergency facilities potentially enjoying simplified approval processes.
