Mobile Toilets of Village Committee
The practices of mobile toilets in village committees are mainly reflected in rental services, renovation management, policy guidance, and model innovation.

In terms of rental services, Jinhong Pipeline Cleaning Service Co., Ltd. in Cheng'an, Handan, provides mobile toilet rentals for village festivals, temple fairs, and other events. Its equipment adopts a modular design, supporting rapid assembly and disassembly. Positioning and debugging can be completed within 30 minutes, and there is no need for pre-embedded water and electricity, adapting to various base conditions such as mud and brick surfaces. The equipment is equipped with anti-slip and wear-resistant materials, an efficient deodorization system, and foot-pedal-induced flushing devices. In winter, low-temperature biological enzyme preparations are used to ensure decomposition efficiency, while in summer, sunshades and ventilation windows are used to regulate the body temperature. The service team provides high-frequency sludge suction, disinfection, and replenishment to ensure no backlog or odor during the event, and also supports ancillary cleaning needs such as temporary drainage pipe unclogging.
In terms of renovation management, although Aoga Village in Baga Township, Yanshan County, Yunnan, did not directly involve mobile toilet rentals in the "Toilet Revolution," it demonstrated the proactive role of the village committee in public health facility management. The village committee and the resident work team completed the renovation of 394 rural household toilets through household mobilization, deposit collection to promote toilet renovation, unified material procurement, and the formation of construction teams for collaborative work. They also adhered to the principle of "one household, one policy" to provide construction guidance and maintenance management.
In terms of policy guidance, the Notice on Strengthening the Construction and Management of Rural Public Toilets issued by the State Council emphasizes that the construction of rural public toilets should be tailored to local conditions and scientifically planned to avoid resource waste. For "hollow villages" or villages planned for relocation, simple or movable public toilets can be constructed to temporarily meet the demand. At the same time, it requires that the appearance of public toilets be in harmony with the surrounding environment and encourages the use of information technology to increase sharing rates.
In terms of model innovation, Rongshanliao Village in Xiuying District, Hainan, adopted a "fixed + mobile" dual-mode approach to address the "toilet shortage" problem caused by a surge in tourists. Mobile toilets are regularly set up in densely populated areas along the coastal road, the village committee's toilets are opened simultaneously, and the construction of fixed public toilets is accelerated. The locations of the toilets are marked on tourist guide maps for easy finding.
