Urban Prefabricated Panel Housing Management
Admin September 18, 2026
Management work for urban prefabricated panel housing has been carried out in many places, with relevant policies introduced, and there are also clear plans at the national level aimed at eliminating safety hazards and improving living conditions.

Management Initiatives in Jiangxi
- Policy Support and Coordinated Management: The Jiangxi Provincial Department of Housing and Urban-Rural Development has established a leading group for the management of the safe use of urban housing to coordinate the advancement of safety management work for existing housing. It has issued the Notice on Strengthening the Management of the Safe Use of Urban Housing and promoted the introduction of the Jiangxi Urban Renewal Regulations, clarifying that under the premise of complying with planning and ensuring safety, old housing can be independently updated and rebuilt in its original location after approval, providing a policy basis for the independent management and renovation of dilapidated prefabricated panel housing.
- Inventory Survey and Renovation Initiation: Relying on the national housing construction and municipal facilities survey system, with a focus on Class C and D dilapidated housing, an inventory survey of dilapidated urban housing on state-owned land in urban built-up areas across the province has been carried out, and 37,000 sets of dilapidated urban housing, including prefabricated panel housing, have been recorded. As of 2025, the province has initiated the renovation of 13,000 sets of dilapidated urban housing.
- Urban Health Check and Insurance Exploration: A four-dimensional urban health check covering housing, residential communities (neighborhoods), blocks, and urban areas has been carried out across the province, with 60 urban health check indicators defined to thoroughly identify safety hazards in housing such as prefabricated panel housing. Nanchang City has been guided to explore the inclusion of old prefabricated panel housing in Xihu District in the scope of housing quality and safety insurance.
National-Level Plans
- Renovation Goals: The 15th Five-Year Plan proposes to renovate more than 500,000 sets (units) of Class C and D dangerous housing, prefabricated panel housing, and non-complete housing left over from the bankruptcy and restructuring of state-owned enterprises and institutions on state-owned land in urban and county built-up areas, basically eliminating safety hazards in documented Class D dangerous housing.
- Key Tasks: Steadily advance the management and renovation of prefabricated panel housing and the seismic reinforcement of housing in earthquake-prone areas to improve housing safety performance and safeguard the lives and property of residents.
