Tianshui Prefabricated Assembly-Type Housing
Tianshui has made progress in multiple aspects such as policy support, industrial park construction, and application promotion regarding prefabricated assembly-type housing.
Policy Support and Pilot Programs: The Tianshui Municipal Committee of the Chinese People's Political Consultative Conference proposed conducting a pilot program for the pre-sale of commercial housing built with prefabricated components. For commercial housing projects using prefabricated components, the investment in these components can be included in the total construction investment when applying for pre-sale permits. The production of prefabricated components can also be factored into the assessment of construction progress. The pilot program is being carried out in the main urban area, and projects can apply for pre-sale permits in advance when they reach the relevant construction progress milestones. Meanwhile, the General Office of the Tianshui Municipal People's Government has issued a notice on further accelerating the development of prefabricated buildings, providing policy guidance for their advancement.
Industrial Park Construction: The Tianshui Prefabricated Building Industrial Park is relatively large in scale, covering an area of 3,100 acres and being implemented in two phases. The first phase of the project plans to invest 2.7 billion yuan and has four projects entering the park, including a prefabricated steel structure (PS) project and a prefabricated concrete component (PC) project. Currently, the first-phase projects are gradually being put into operation, with 760 million yuan of investment completed. Among them, the office building is constructed using prefabricated concrete components and steel components produced by the company's own enterprise, saving one month of construction time compared to traditional construction methods. Gansu's first integrated automated production line for prefabricated concrete has been put into operation. The production line in the PC workshop is well-equipped and can achieve an annual output of 100,000 cubic meters of prefabricated concrete components and supply 1 million cubic meters of ready-mixed concrete externally. The PS workshop is designed with seven production lines for different purposes, with 203 production equipment units put into operation, and the proportion of numerically controlled equipment exceeds 95%. After full completion and operation, the annual production of steel structures will reach 30,000 to 50,000 tons.
Application Promotion: Tianshui City will take the lead in adopting prefabricated buildings in government-invested public building projects, old city renovations, shantytown renovations, and urban utility tunnel projects. It has set a goal to strive for the proportion of newly started prefabricated buildings in the city's newly built floor area to reach 30% by the end of 2025.
Practical Cases: In April 2024, Mr. Wang, a resident of Tianshui, Gansu, signed a house-building contract with Nanjing Shubainian Company, planning to build a prefabricated heavy steel villa and a small bungalow. He paid a house-building deposit of more than 290,000 yuan. Later, a dispute arose due to the confirmation of the house design drawings, and a partial refund was made after coordination.
