Tianjin Mobile Toilet Procedures
To set up mobile toilets in Tianjin, it is necessary to apply for and report to the local planning authorities of the Construction Committee for relevant permits before construction can proceed. The specific procedures are as follows:

I. Planning and Site Selection Approval
The site selection for mobile toilets must comply with the local overall land use plan and urban-rural planning. The planning and construction management department first conducts a preliminary review of the site selection and arranges an on-site inspection, focusing on evaluating the rationality of the site selection and its impact on the surrounding environment, such as whether it affects traffic or is close to residential areas. If the site selection passes the review, the management department will issue a Planning Site Selection Opinion Letter, specifying the exact location and land use scope of the public toilet. At this stage, it is necessary to ensure that the site selection does not occupy restricted land such as basic farmland or ecological protection zones.
II. Land Use Approval
After obtaining the Planning Site Selection Opinion Letter, it is necessary to submit a land use application to the land and resources management department and provide materials such as the site selection opinion letter and land use plan. The land department will review whether the land use complies with the overall land use plan and meets the requirements for economical and intensive land use (such as avoiding excessive occupation of land resources). After passing the review, the county-level people's government will approve the land use and handle the land use procedures, specifying the land use method (such as leasing or allocation) and the usage period (for example, the temporary land use period generally does not exceed 2 years).
III. Construction Project Approval
- Design Plan Review: The construction unit needs to entrust a qualified design unit to prepare a public toilet architectural plan and submit it to the construction management department for review. The plan should include the scale, layout, and sanitary facility configuration of the toilet.
- Construction Drawing Review: Submit the construction drawings to a drawing review agency for review to ensure compliance with building safety (such as structural stability), sanitation (such as ventilation and sewage discharge), and environmental protection (such as sewage treatment methods) standards.
- Construction Permit Application: After completing the above reviews, submit a construction permit application to the construction management department and provide materials such as land use procedures, design plans, and construction drawings. After verification, a construction permit will be issued, and construction can commence.
IV. Supplementary Requirements for Special Scenarios
- Commercial Mobile Toilets: If used for commercial leasing (such as event leasing or scenic spot services), it is necessary to obtain a business license, and the business scope must clearly state "mobile toilet services" or "environmental protection equipment leasing."
- Use for Large-Scale Events: If used for temporary events such as exhibitions or conferences, it is necessary to jointly report to the event approval department with the organizer, providing information on the number of toilets, site layout plan (such as distribution density and service radius), and emergency management plan (such as handling sudden failures and sanitation protection measures).
