Prefabricated Panel Houses in Rural Shanxi

Admin September 18, 2026

Most of the prefabricated panel houses in rural Shanxi were built in the 1980s and pose certain safety hazards. Although they are currently prohibited from being used in the construction of commercial housing, they still exist in large numbers in rural areas.

Construction Background and Characteristics

In the 1980s, the construction of rural houses in Shanxi shifted from wooden and mud-brick houses to red-brick houses, with a large-scale use of prefabricated panels for construction. The construction method of prefabricated panel houses was quite common at that time. The prefabricated panels had a small load-bearing area, and their length placed on the wall was generally about half of the wall thickness, approximately 9 - 12 centimeters. This structure could withstand wind and rain to a certain extent, but its overall stability was relatively poor.

Safety Hazards

  • Poor Seismic Performance: The connection between the prefabricated panels and the overall structure is weak. Under external forces such as earthquakes, when the walls deform, problems like the overall collapse of the panels are prone to occur. After the 2008 Wenchuan earthquake, post-disaster investigations found that buildings with prefabricated floor structures suffered severe damage, resulting in huge casualties and economic losses.
  • Daily Use Risks: Due to the structural characteristics of prefabricated panel houses, sometimes even a vigorous jump on the upper floor can cause the floor to shake, raising concerns about the fracture or displacement of the prefabricated panels. Moreover, if the support strength of the underlying columns and beams is insufficient, the safety hazards of the house will be even greater.

Policy Changes and Current Situation

On November 29, 2001, the Ministry of Housing and Urban-Rural Development issued the 'Regulations on the Promotion and Application of New Technologies in the Construction Field', requiring the prohibition of using prefabricated panels in the construction of commercial housing. Since then, reinforced concrete structures have gradually become popular, with significantly enhanced safety performance, and have been continuously used in rural areas. However, due to historical reasons and the actual situation in rural areas, a large number of prefabricated panel houses still exist in rural Shanxi. Most of these houses are old and have aging structures, posing even more prominent safety hazards. It is necessary to pay attention to them and take corresponding measures for reinforcement or renovation to safeguard the lives and property of rural residents.
