Latest Shanghai Prefabricated Housing Standards
Admin September 18, 2026
The latest standards for prefabricated housing (prefabricated buildings) in Shanghai cover the scope of implementation, indicator requirements, and calculation rules, as detailed below:

I. Scope of Implementation
- Residential Buildings:
- New residential buildings are generally required to implement prefabricated construction, with exceptions: if the above-ground area of non-residential functional buildings (such as sales offices and shops) within a project does not exceed 10% and their individual area is ≤3000㎡, implementation may be waived; residential buildings with a total of ≤3 floors are also exempt.
- Public Buildings: New public buildings with a total above-ground floor area >8000㎡ are required to implement prefabricated construction.
- Industrial Buildings: New industrial buildings with a total above-ground floor area >8000㎡ are required to implement it, but when the area of administrative offices and living service facilities accounts for ≤15%, their individual office and living buildings with an area ≤3000㎡ may be exempt; recognized major integrated circuit manufacturing projects and shallow silos in newly built grain storage facilities are also exempt.
- Other Buildings: New other buildings with a total above-ground floor area >8000㎡ are required to implement it, but small supporting facilities such as independent structures, garbage rooms, and supporting equipment rooms may be exempt.
II. Indicator Requirements
- General Requirements: Except for specific scopes, the prefabrication rate of new building units must be ≥40% or the assembly rate must be ≥60%.
- Adjustments for Specific Scopes:
- For residential buildings with a height >100 meters, the prefabrication rate must be ≥15% or the assembly rate must be ≥35%;
- For residential buildings with a height ≤18 meters and ≤6 floors, the prefabrication rate must be ≥30%.
III. Calculation Rules
- Scope of Application: Covers types such as concrete, steel, bamboo-wood, and hybrid structures, including structural systems such as shear walls, frames, and frame-shear walls.
- General Provisions:
- If a single building is divided into multiple structural units by structural joints, it may be calculated as a whole or weighted average by each unit, but the prefabrication rate of each unit must be ≥20% or the assembly rate must be ≥40%.
- Post-poured concrete in specific parts may be counted as prefabricated components, such as post-poured concrete in the core area of prefabricated frame beam-column joints and horizontal post-poured strip concrete with a height of ≤300mm in prefabricated shear wall panels.
- Calculation Method for Prefabrication Rate:
- The prefabrication rate is the proportion of the material usage of prefabricated components in the main structure and exterior enclosure above ±0.000, which can be calculated by the 'volume proportion method' or 'weight coefficient method'. Taking the volume proportion method as an example, the formula is: Prefabrication rate of a single building = (∑Volume of prefabricated components × Component correction coefficient) / Total volume of components × 100%.
The above standards clarify the applicable scenarios, performance indicators, and quantitative calculation methods for prefabricated buildings, providing technical bases for the design, construction, and supervision of prefabricated buildings in the Shanghai area.
