Shanghai Container House Standards

Admin September 15, 2026

Currently, there are no unified mandatory standards for container houses in Shanghai, but they must meet basic functional, safety compliance, and management requirements in specific scenarios. Details can be explained from the following aspects:

I. Basic Functions and Safety Requirements

Although container houses are mostly temporary residences, they need to have functions such as wind resistance, moisture resistance, and thermal insulation. For example, in terms of thermal insulation, container houses themselves do not have this function and can be cold in winter and hot in summer. After being fixed, soundproof cotton and thermal insulation cotton need to be added, and air conditioning facilities should be installed to ensure living comfort. In terms of moisture resistance, the ground level during installation should be higher than the surrounding terrain, drainage ditches should be excavated around the container body, and a "human"-shaped canopy should be added on the top during the summer rainy season to facilitate rainwater drainage. In addition, if installed in lightning-prone areas or high mountain wilderness, lightning rods need to be installed to ensure safety.

II. Compliance and Filing Requirements

The compliance of container houses needs to be judged based on specific usage scenarios and local policies. Container houses on unhardened ground, without access to water and electricity, and used only for agricultural material storage are generally not considered illegal constructions. However, if a concrete foundation is poured, water and electricity are connected for long-term residence, or they are converted into commercial bed-and-breakfasts, they will fall into the category of "substantially changing land use" and face the risk of demolition. Some regions require that container houses in fields must go through temporary building filing procedures, even if they are only used for storing agricultural tools.

III. Management Regulations in Specific Scenarios

In the cultural, tourism, and commercial sectors, coastal cities like Shanghai are more accommodating of container buildings and have introduced special policies to encourage their use. For example, container buildings need to comply with temporary building management requirements. Temporary house numbers are used for the management of the actual population in temporary buildings in urban-rural fringe areas. They are approved and established by police stations and are automatically canceled when the buildings are demolished, without involving the legality of the buildings or property rights.
