Demolition of Prefabricated Panel Houses in Qingdao

Admin September 19, 2026

The demolition of prefabricated panel houses in Qingdao must meet the conditions for inclusion in the pilot program and follow specific procedures, with the policy emphasizing 'original demolition and reconstruction' and self-initiated updates.

I. Conditions for Inclusion in the Pilot Program

Qingdao explicitly includes prefabricated panel houses legally constructed on state-owned land within the urban built-up area and for which real estate property certificates have been obtained in the pilot program. These houses must meet one of the following conditions:

  1. Substandard Seismic Performance: The seismic performance of the house does not meet current regulatory requirements, posing structural safety hazards;
  2. Poor Building Quality or Incomplete Functions: Non-complete housing with aging building structures and missing functions (e.g., no independent kitchen or bathroom);
  3. Dangerous Building Classification as C/D Grade: Classified as Grade C (partially dangerous) or Grade D (overall dangerous) by a professional institution, with no value in repair or reinforcement.

Exclusion Scope: Villa projects, immovable cultural relics, historical buildings, buildings already included in acquisition or reserve plans, and buildings designated for demolition in regulatory plans are not included in the pilot.

II. Implementation Process

  1. Determination of Construction Entity: The house owner can act as the construction entity themselves, negotiate to establish a self-initiated update committee, or commission a qualified legal entity for construction.
  2. Preparation and Review of Renovation Plan:
    • The construction entity commissions a design unit to prepare a renovation plan, which must include building structural safety, functional enhancements, and the addition of public service facilities;
    • The plan is submitted by the street to the district (city) government for joint review involving departments such as planning, fire protection, and environmental protection;
    • After approval, the plan is publicized for 10 days. If there are no objections, the district (city) government issues a comprehensive review opinion.
  3. Procedure Handling and Construction:
    • Planning permits, construction permits, and other procedures are handled based on the review opinion;
    • Quality and safety supervision is required during construction;
    • After project completion, joint acceptance and filing are conducted, and an application can be made for real estate registration.

III. Policy Support

  1. Flexible Control of Planning Indicators: Indicators such as spacing and sunlight can be controlled at a level not lower than the current status, allowing for appropriate increases in building area (e.g., adding elevators or underground spaces);
  2. Simplified Land Procedures: The land nature and ownership remain unchanged, and existing land use procedures can serve as land proof documents;
  3. Financial Support:
    • Renovation costs are shared by house owners based on building area;
    • Financial institutions are encouraged to provide credit support, and housing provident fund withdrawals or loan applications for original demolition and reconstruction are supported.

IV. Policy Background and Objectives

According to the State Council's '15th Five-Year Plan for Urban Renewal', Qingdao needs to renovate 500,000 sets (units) of C/D-grade dangerous houses and prefabricated panel houses on state-owned land, with a focus on eliminating safety hazards in Grade D dangerous houses. The policy emphasizes 'original demolition and reconstruction' rather than traditional demolition, addressing居住 safety (living safety) and functional improvements through self-initiated updates, requiring residents to actively participate in the renovation process.
