Puer Mobile Toilet Planning
The planning of mobile toilets in Puer needs to be scientifically designed from aspects such as layout and site selection, type selection, and quantity allocation, taking into account the needs of different scenarios including urban and rural areas, tourism, and outdoor activities.

I. Urban and Rural Public Toilet Planning
With the goals of enhancing the city's image and serving the public, it is necessary to incorporate public toilet construction into the unified planning of infrastructure. By the end of 2020, Puer planned to build 140 new urban public toilets, 143 township public toilets, and 1055 village public toilets, and upgrade 138 public toilets to Class II or above. The planning requires conducting a current situation survey and coordinating layout, quantity, the ratio of male to female toilet stalls (generally not less than 2:3), construction standards, and investment plans based on technical standards. At the same time, the "Public Toilet Construction Management Measures" should be introduced to clarify management responsibilities.
II. Tourism Toilet Planning
For tourist attractions, rural tourism spots, and other areas with a high concentration of tourists, it is essential to address the issues of insufficient quantity and unreasonable layout. The planning should consider tourism routes, transportation hubs, dining areas, and other scenarios, prioritizing the placement of toilet facilities more than 15 meters away from core landscapes to avoid obstructing views. For example, along sightseeing trails in scenic spots, water-flush or waterless ecological toilets can be installed every 500 meters to ensure good ventilation and easy access for waste removal vehicles.
III. Mobile Toilet Site Layout Planning
- Terrain Requirements: Choose flat ground with slightly higher elevation and good drainage. In low-lying areas, use steel plates or cement pads to prevent water accumulation; on hardened surfaces, toilets can be placed directly.
- Safety Distance: Maintain a minimum distance of 15 meters from drinking water sources and food stalls, stay away from power distribution equipment and gas storage areas, and avoid main airflow directions to reduce odor diffusion.
- Pedestrian Flow Lines: For large-scale events like music festivals, adopt a zoned and dispersed layout, placing toilets at entrances/exits, audience areas, and dining points. For construction sites, distribute them evenly along dormitory and construction areas. In scenic spots, install them every 500 meters along trails.
- Type Adaptation: Place water-flush toilets near waste removal channels; ensure waterless ecological toilets have good ventilation; and position smart landscape toilets in visually gentle corners.
IV. Mobile Toilet Planning for Outdoor Activities
For large-scale events (e.g., music festivals), allocate one unit per 50-80 people to avoid queues. For marathons and hiking trails, flexibly place toilets considering starting points, rest stops, and endpoints. For camping scenarios, choose small and lightweight models that fit the campsite layout.
