Prefabrication Rate of Housing Construction
The requirements for the prefabrication rate of individual prefabricated buildings in Shanghai vary according to building type and height. Generally, the prefabrication rate for newly constructed buildings should not be less than 40%, with differentiated standards for special types of buildings.

I. Requirements for the Prefabrication Rate of Different Building Types According to documents issued by the Shanghai Housing and Urban-Rural Development Management Committee, newly constructed buildings within the scope of prefabricated building implementation must meet the following standards for the prefabrication rate of individual buildings:
- General newly constructed buildings: The prefabrication rate should not be less than 40%. This standard applies to most conventional newly constructed buildings and serves as a fundamental requirement for promoting prefabricated construction. It aims to drive the industrialization of construction by increasing the proportion of prefabricated components used.
- Residential buildings over 100 meters in height: The prefabrication rate should not be less than 15%. Due to their height, complex structure, and construction difficulties, the prefabrication rate standard for these buildings is relatively lower. However, other technical measures must be employed to ensure building quality and safety.
- Residential buildings with a height of ≤18 meters and ≤6 floors: The prefabrication rate should not be less than 30%. These low-rise buildings have relatively simple structures and favorable construction conditions, so their prefabrication rate standard falls between that of general buildings and super-tall buildings.
II. Definition and Calculation Method of the Prefabrication Rate The prefabrication rate is a core indicator for measuring the degree of industrialization of prefabricated buildings. According to the draft calculation rules for the prefabrication rate of individual prefabricated buildings in Shanghai, it is defined as the ratio of the material usage of prefabricated components in the main structure and external enclosure above ±0.000 of concrete, steel, bamboo-wood, and composite structure prefabricated buildings to the total material usage of the corresponding structures. There are two calculation methods:
- Volume proportion method: The prefabrication rate is determined by calculating the proportion of the volume of prefabricated components to the total structural volume. This method is suitable for buildings with regular structural forms and easily quantifiable component volumes.
- Weight coefficient method: Weight coefficients are assigned based on the construction difficulty and degree of industrialization of different component types (such as beams, slabs, and columns). The prefabrication rate is then calculated comprehensively. This method is suitable for buildings with complex structures and diverse component types.
III. Policy Significance and Implementation Background Shanghai's requirements for the prefabrication rate of prefabricated buildings aim to reduce on-site wet operations, lower energy consumption and environmental pollution, and improve building quality and efficiency through standardized design, factory-based production, and assembly-based construction. The differentiated standards take into account the technical feasibility and economic efficiency of different building types, providing a scientific basis for promoting prefabricated buildings.
