Can Prefabricated Panel Houses Still Be Built?

Admin September 19, 2026

Currently, the construction of new prefabricated panel houses is not allowed.

Explicit Prohibition in Urban Areas

From a policy perspective, the state classified the technology of building houses with prefabricated panels as outdated as early as September 2002. By 2023, relevant departments further clarified that within urban construction land areas, the construction, renovation, and expansion of buildings such as prefabricated panel houses that do not meet safety standards are prohibited. This is because prefabricated panel houses have certain defects in terms of structural safety and integrity, making it difficult to meet the high requirements of modern cities for building safety, earthquake resistance, and other performance aspects. Urban areas have high building density and concentrated populations. In the event of natural disasters such as earthquakes, prefabricated panel houses may be more prone to collapse, posing a serious threat to the safety of residents' lives and property.

Not Recommended in Rural Areas Either

Although there are currently no explicit prohibitive regulations on the construction of new prefabricated panel houses in rural areas like those in urban areas, professional advice suggests that by 2025, rural house construction should no longer use prefabricated panels but instead use cast-in-place floor slabs and double-layer bidirectional steel bars. The combination of cast-in-place floor slabs and double-layer bidirectional steel bars can greatly enhance the structural strength and integrity of the house, improving its earthquake resistance and durability. In comparison, the connections between the prefabricated panels of prefabricated panel houses are relatively weak. During long-term use, problems such as cracks and water leakage are prone to occur, affecting the service life and living comfort of the house. Moreover, with the development of the rural economy and the improvement of residents' living standards, the requirements for housing quality and safety are constantly increasing. Adopting more advanced house-building technologies and materials is an inevitable trend.

In conclusion, whether in urban or rural areas, considering safety, durability, and other aspects, prefabricated panel houses are not suitable for new construction. More appropriate house-building methods that meet modern building standards and requirements should be chosen.
