Prefabrication Rate of Prefabricated Housing Construction
The prefabrication rate requirements for prefabricated housing construction vary depending on the region and building type.

I. Prefabrication Rate Requirements for Prefabricated Housing Construction in Shanghai According to the document (Hu Jian Jian Cai [2025] No. 250) issued by the Shanghai Housing and Urban-Rural Development Management Committee, for newly constructed building units within the scope of prefabricated construction implementation, except for specific circumstances, there are clear requirements for the prefabrication rate or assembly rate. For general newly constructed building units, the unit prefabrication rate should be no less than 40% or the unit assembly rate should be no less than 60%. This regulation aims to promote the development of prefabricated construction, enhance the level of building industrialization, and facilitate the green and sustainable development of the construction industry.
For residential buildings with a height of over 100 meters (excluding 100 meters), considering their building height and structural characteristics, the requirements for the prefabrication rate are relatively lower, but there are also clear standards. The unit prefabrication rate should be no less than 15% or the unit assembly rate should be no less than 35%. This regulation takes into account the uniqueness of high-rise residential buildings while ensuring the application of prefabricated construction in high-rise buildings, helping to improve the construction quality and efficiency of high-rise residential buildings.
II. Prefabrication Rate Requirements for Prefabricated Housing Construction in Other Regions The prefabrication rate requirements for prefabricated housing construction may vary in different regions. Taking Nanjing as an example, Nanjing has relatively high requirements for the prefabrication assembly rate of residential building units, with the prefabrication assembly rate of residential building units being no less than 50%. This requirement is higher than that for general newly constructed building units in Shanghai, reflecting Nanjing's proactive attitude and high standards in promoting the development of prefabricated construction.
III. Significance of Prefabrication Rate Requirements The requirements for the prefabrication rate or assembly rate of prefabricated construction are important measures to drive the transformation and upgrading of the construction industry and achieve green development. Increasing the prefabrication rate or assembly rate can reduce on-site wet operations, lower construction noise and dust pollution, and improve construction efficiency and quality. At the same time, prefabricated construction is also conducive to achieving the standardization, serialization, and generalization of building components, promoting the modernization of the construction industry.
