Prefabricated Houses in Zhangzhou
Zhangzhou City has made positive progress in promoting work related to prefabricated houses through various measures, including policy support, pilot renovation projects, and enterprise participation in construction.
In terms of policy document support, the Zhangzhou municipal government attaches great importance to work related to prefabricated houses and has issued multiple policy documents. The "Implementation Opinions on Urban Renewal Work in the Central Urban Area of Zhangzhou City" issued on April 27, 2026, clearly proposes the implementation of governance and renovation of prefabricated panel houses in urban areas and the promotion of seismic reinforcement of houses in earthquake-prone areas and important public buildings, providing policy basis and direction for the renovation of prefabricated houses. In addition, as early as 2009, the Zhangzhou municipal government issued the "Implementation Opinions on Accelerating the Reinforcement and Renovation of Prefabricated Panel Houses in the Urban Area" (ZZZ [2009] No. 199), planning to carry out phased and batch renovation of prefabricated panel houses in the built-up area of the urban area over a period of about 5 years. The first phase, ending by the end of 2012, mainly focused on the reinforcement and renovation of lifeline projects, school buildings, and densely populated prefabricated panel house areas; the second phase, ending by the end of 2015, focused on the reinforcement and renovation of other prefabricated panel houses, reflecting the government's long-term planning and continuous promotion of the renovation work of prefabricated houses.
Regarding the promotion of pilot renovation projects, the Beimiao and Tuanjie areas in the urban area of Zhangzhou have been selected as pilots for the renovation of prefabricated panel houses. This renovation work started on July 13, 2023, involving 1,610 households and covering an area of 150,000 square meters. Most of these prefabricated panel houses were built from the mid-1970s to the late 1980s. After decades of weathering, many buildings have basically become dilapidated and dangerous, making renovation and reconstruction urgent. Through the pilot renovation, Zhangzhou City has accumulated valuable experience, laying a foundation for the subsequent large-scale promotion of the renovation work of prefabricated houses.
In terms of enterprise participation in construction, enterprises such as Zhangzhou Toujia Integrated Housing Co., Ltd. actively participate in the construction of prefabricated houses. The company focuses on modular construction and mainly produces box-type houses, light-steel villas, and quick-assembly combined houses. These products are prefabricated in factories and assembled on-site, saving nearly 70% of the construction time compared to traditional methods. Moreover, considering the typhoon weather along the coast, the structures have been reinforced against wind, making them safe and durable. They are widely used in scenarios such as construction site dormitories, tourist camps, emergency shelters, rural homestays, and commercial facilities, providing strong technical support and product guarantees for the development of prefabricated houses in Zhangzhou City.
