What Are the Requirements for Prefabricated Houses

Admin September 18, 2026

The requirements for prefabricated houses vary depending on different types and scenarios, mainly including the application of 'three panels' in urban areas, national regulations, and construction conditions in rural areas.

Requirements for the Application of 'Three Panels' in Urban Projects

  1. Concrete Structure Buildings: Inner partition panels, prefabricated stair panels, and prefabricated composite floor panels should be used, with the encouragement to use prefabricated exterior wall panels.
  2. Steel Structure Buildings: Inner partition panels and prefabricated exterior wall panels should be used.
  3. Exterior Wall Insulation: Priority should be given to using self-insulating panels such as prefabricated sandwich insulation wall panels.
  4. Prefabrication Ratio: The total proportion of the mandatory 'three panels' (prefabricated interior and exterior wall panels, prefabricated stair panels, and prefabricated floor panels) in a single building should not be less than 60%. Residential projects are encouraged to actively use prefabricated components such as balconies, sunshades, and air conditioning panels on the basis of meeting the above requirements to increase the prefabrication ratio of the single building.

National Regulations on Prefabricated Panel Houses

  1. Fire Safety: Strict compliance with the Fire Protection Law of the People's Republic of China is mandatory. Prefabricated panel houses using flammable materials must eliminate fire hazards; otherwise, they may be temporarily sealed off.
  2. Building Materials: Building materials that comply with national standards should be used. Foam sandwich panels, which are flammable, are strictly prohibited in crowded places. Instead, non-combustible or difficult-to-burn materials such as rock wool should be used.
  3. Planning and Approval: Before construction, procedures such as land use rights and building permits must be completed to ensure legality and compliance.

Conditions for Building Prefabricated Houses in Rural Areas

  1. Compliance with Village Planning: The location of house construction must comply with the approved village planning, and land occupation must not be arbitrary.
  2. Obtaining Approval Procedures: This includes land approval (approval for land use conversion is required if agricultural land is occupied), planning permission (rural construction planning permit), and construction permission (required if the project investment exceeds 300,000 yuan or the building area exceeds 300 square meters).
  3. Construction Enterprise Qualifications: The unit undertaking the construction task must have corresponding qualifications. Individual craftsmen must also go through qualification approval procedures, except for house repairs.
  4. One Household, One Residential Land Principle: Rural villagers are allowed to have only one residential land per household, and the area must not exceed the provincial standard.
