Prefabricated Building Demolition Pilot

Admin September 18, 2026

The pilot projects for the demolition of prefabricated buildings vary in policies and practices across different cities.

Qingdao City: Focuses primarily on prefabricated panel housing that fails to meet current seismic performance requirements. Such housing is included in the pilot scope for self-initiated renovation and original-site reconstruction of old urban housing. This means that if the seismic capacity of prefabricated panel housing does not meet current standards, it may be included in the pilot projects and renovated through self-initiated updates or original-site reconstruction to enhance housing safety and living quality.

Wuhan City: Sets detailed conditions for the original-site reconstruction pilot projects for prefabricated buildings on state-owned land within its administrative region. First, some houses in the community have major load-bearing components damaged and are identified as Grade C or D dangerous buildings requiring complete demolition. Second, non-complete housing without independent kitchens or bathrooms affects living functions. Third, more than 80% of the building area was constructed over 25 years ago and genuinely requires renovation to improve living conditions. Additionally, the selection of pilot projects must undergo a "three-look" selection criterion: "first look" at the community's ability to tackle challenges, assessing the community's organizational coordination and problem-solving capabilities in promoting renovation work; "second look" at the basic conditions for renovation, evaluating whether the housing and surrounding environment meet the basic conditions for renovation; "third look" at residents' willingness to renovate, understanding the level of support from residents for the renovation to ensure its smooth progress.

Notice from the Ministry of Housing and Urban-Rural Development: Emphasizes that dilapidated prefabricated panel houses in cities, due to issues such as short service life, poor quality, and poor sound insulation, seriously affect residents' quality of life and the city's image, necessitating demolition and reconstruction. Furthermore, during the demolition and reconstruction process, it is essential to simultaneously carry out the construction of long-term rental housing at medium-to-low prices and small-to-medium sizes, providing suitable living spaces for key groups such as new citizens and low-income individuals in difficulty, thereby improving their living conditions and promoting social equity and harmony.
