III. Relevant Standards and Regulations
China has formulated a series of standards and regulations for public toilets. National standards such as the Hygienic Specifications for Public Toilets (GB/T17217 - 2021), industry standards such as the Standards for the Installation of Environmental Sanitation Facilities (CJJ 27 - 2012), and local standards such as Beijing's Operational Management Specifications for Public Toilets (DB11/T 356 - 2017) apply to the planning, design, construction, management, and hygienic evaluation of fixed public toilets newly built, renovated, or expanded for public use in urban areas, rural areas, tourist areas, and highway service areas, as well as public toilets set up in public places. Existing public toilets, school public toilets, and public toilets used by internal staff of units can refer to these standards for implementation. They also provide clear regulations on fecal waste discharge management, toilet cleaning, and facility hygiene management. As a type of public toilet, mobile toilets must also comply with these requirements.
