Management Rules for Mobile Toilets

Admin September 28, 2026

The management rules for mobile toilets cover aspects such as installation, maintenance, usage, cleaning and disinfection, emergency response, administrative supervision, and legal responsibilities, as detailed below:

I. Installation and Maintenance
Urban planning departments should reasonably arrange the placement of mobile toilets based on the needs of densely populated areas and public spaces, and regularly adjust their locations to meet actual demands. Mobile toilets should meet hygiene standards, with intact doors and windows and complete equipment, and be regularly maintained by professionals to ensure proper functioning. Municipal departments need to strengthen supervision to ensure comprehensive implementation of installation and maintenance work.

II. Usage Guidelines
No unit or individual may arbitrarily change the location or purpose of a mobile toilet; users should behave civilly when using the facilities, and are prohibited from damaging public property or littering. Schools, factories, and other units should arrange personnel usage reasonably to safeguard basic hygiene rights; under special circumstances, convenience should be provided for disabled individuals by adjusting usage methods or locations.

III. Cleaning and Disinfection
Mobile toilets should be cleaned regularly to avoid odors and pollution; cleaning personnel must wear protective gear, disinfect according to hygiene procedures, and promptly dispose of garbage to keep the surrounding environment clean. Cleaning work must be carried out by professional companies or health departments, and non-professionals are prohibited from operating. When used outdoors, they should be cleaned at least 1-2 times a day, facilities should be reinforced before extreme weather, and measures should be taken to prevent mosquitoes and flies.

IV. Emergency Response
In case of facility damage or hygiene issues, relevant departments should be notified immediately for repairs; if the surrounding environmental hygiene deteriorates seriously, municipal departments should take timely measures to safeguard public health and safety.

V. Administrative Supervision
Municipal departments should intensify daily supervision, regularly assess usage, maintenance, cleaning, and other work, handle violations by units or individuals in accordance with the law, and publish enforcement situations to accept social supervision.

VI. Legal Responsibilities
Units or individuals who violate the management rules will face penalties, and those with serious violations may have their facilities closed; individuals who intentionally damage facilities will be held legally responsible.

VII. Supplementary Requirements for Outdoor Use
The location should be scientifically and reasonably selected, away from water sources and close to entrances/exits or areas with high pedestrian traffic, avoiding interference with traffic and fire lanes; facility maintenance should include regular inspection of water and electricity systems, and structures should be reinforced before extreme weather; safety protection should include the installation of non-slip mats and other facilities to ensure usage safety.
