Who is Responsible for Managing Mobile Toilets
The management authority for mobile toilets depends on their placement location and nature, with different management entities corresponding to different situations.

Within Public Areas of Residential Communities
If mobile toilets are placed in public areas of residential communities, such as roads and greenbelts, the management is primarily the responsibility of property service enterprises. According to Article 939 of the Civil Code of the People's Republic of China, property service providers are responsible for properly maintaining, repairing, cleaning, greening, and managing the common parts of the property service area owned by the property owners. This means that property service enterprises are responsible for the daily maintenance and cleaning of mobile toilets within the residential community, ensuring their normal use and providing a good living environment for property owners.
Areas Outside the Planned Boundary of Residential Communities
When mobile toilets are placed in urban public areas adjacent to residential communities outside the planned boundary of the residential community, the management is the responsibility of the urban management comprehensive administrative law enforcement department (urban management department). According to the Regulations on Urban Appearance and Environmental Sanitation, the urban management department has the authority to manage mobile toilets in public areas to ensure they comply with urban appearance and environmental sanitation requirements. The urban management department will supervise whether the placement of mobile toilets is compliant and whether their sanitary conditions meet standards.
Special Circumstances
If the placement of mobile toilets is for responding to public health events or large-scale events, their management may involve coordination from the health department or event organizers. In the case of public health events, the health department will develop sanitation standards and management plans for mobile toilets from a professional perspective to prevent the spread of diseases. For large-scale events, event organizers will coordinate with relevant departments based on the scale and needs of the event to develop specific management measures to ensure the smooth progress of the event.
Different Usage Scenarios
- Public Areas: In public areas such as parks, scenic spots, and large-scale event venues, the operation of mobile toilets is usually handled by local sanitation departments or professional service companies, with waste removal and cleaning arranged uniformly by relevant management departments.
- Commercial Venues: For mobile toilets used in commercial venues such as shopping malls, hotels, and construction sites, some businesses may sign contracts with professional cleaning companies, which are responsible for daily cleaning and maintenance. Some construction sites may arrange for their own personnel to handle these tasks.
- Temporary Events: When holding temporary events such as exhibitions and concerts, the rental companies of mobile toilets usually take charge of post-event cleaning, arranging for waste removal and equipment retrieval after the event. If the event organizers rent the toilets themselves, they can also specify cleaning responsibilities in the contract.
