Who Manages Mobile Toilets

Admin September 23, 2026

The management authority for mobile toilets varies depending on the scenario, as detailed below:

Within Residential Communities

  • Public Areas: If mobile toilets are placed in public areas within residential communities, such as roads or greenbelts, the primary responsibility for management lies with the property service enterprise. According to Article 939 of the Civil Code of the People's Republic of China, property service providers are responsible for the proper maintenance, repair, cleaning, landscaping, and management of the common parts of the property service area owned by the property owners, maintaining basic order, and protecting the safety of the property owners. Property service enterprises must ensure the normal use, cleanliness, and facility maintenance of mobile toilets.
  • Adjacent Public Areas: If placed in areas adjacent to the residential community outside its planned boundary line, which are considered urban public areas, management is the responsibility of the urban management comprehensive administrative law enforcement department (urban management department). According to the Regulations on Urban Appearance and Environmental Sanitation, all units and individuals should maintain the cleanliness of urban appearance and environmental sanitation and must not stack materials or set up facilities that affect urban appearance in public spaces. The urban management department will supervise mobile toilets in these areas to ensure they comply with urban appearance and environmental sanitation requirements.
  • Special Scenarios: In scenarios involving public health or large-scale events, management may involve coordination with the health department or event organizers. Relevant departments will formulate specific management plans and measures to ensure public health safety and the smooth progress of the event.

Jingdezhen Area

  • Public Areas: In public areas such as parks, scenic spots, and large-scale event venues, the operation of mobile toilets is usually handled by local sanitation departments or professional service companies, with waste removal and disposal coordinated by relevant management departments. Sanitation departments or professional service companies will regularly clean, maintain, and troubleshoot mobile toilets.
  • Commercial Venues: In commercial venues such as shopping malls, hotels, and construction sites, some businesses may sign contracts with professional cleaning companies for daily cleaning and maintenance of mobile toilets; some construction sites may arrange for their own personnel to handle this, although such cases are relatively rare.
  • Temporary Events: For temporary events such as exhibitions and concerts, rental companies usually handle post-event cleaning, waste removal, and equipment retrieval after the event; if the event organizer rents the toilets independently, cleaning responsibilities can be specified in the contract.

Jiujiang Area

Outdoor mobile toilets are generally managed by local sanitation departments or professional operation companies, with clear responsibilities for daily maintenance and troubleshooting. Most are maintained by municipal management departments or contracted sanitation service companies, while those in public places such as scenic spots and parks may be directly managed by the scenic spot management authority, and those in streets and squares are usually coordinated by the local sanitation department.
