Export of Mobile Toilets to Saudi Arabia

Admin October 05, 2026

Exporting mobile toilets to Saudi Arabia requires obtaining SABER certification, water efficiency certification, and SASO certification. The specific requirements are as follows:

1. SABER Certification
SABER certification is a mandatory certification system in Saudi Arabia for imported products, consisting of two stages of certificates:

  • PCOC Certificate (Product Certificate of Conformity): Valid for 1 year, it requires the submission of technical documents (such as product specifications and design drawings), test reports (compliant with Saudi standards or international standards), and other materials for review and issuance by a Saudi-recognized body. This certificate is a fundamental requirement for products to enter the Saudi market.
  • SC Certificate (Shipment Certificate of Conformity): Applied for separately for each shipment, it requires the provision of the PCOC certificate, commercial invoice, packing list, and other documents. The application is submitted by the importer or manufacturer on the SABER platform, and the certificate must be presented during customs clearance. Failure to obtain the SC certificate may result in the detention or return of the goods.

2. Water Efficiency Certification and Water-Saving Label
Saudi Arabia implements water efficiency management for sanitary water-related products (such as the water-using components of mobile toilets), requiring the following process:

  • Fill out the test commission application form: Specify the product model, specifications, and test standards (such as SASO 2870/2018).
  • Sample testing: Send the samples to a Saudi-recognized laboratory for performance tests such as flow rate and pressure resistance to ensure compliance with water-saving requirements (e.g., a single flush volume of ≤6 liters for toilets).
  • Review and certification: Submit the test report, product manual, and other documents for review and issuance of the water efficiency certification certificate and water-saving label by the Saudi Standards, Metrology, and Quality Organization (SASO). The label must be affixed to a prominent position on the product; otherwise, penalties may be imposed.

3. SASO Certification
The Saudi Ministry of Industry and Commerce (MOCI) requires that all products falling within the scope of SASO standards (including mobile toilets) must hold a SASO certification certificate for entry into the country. This certification is usually associated with SABER certification. If a product has passed relevant standards under the SABER system (such as electrical safety and energy efficiency), it can be considered to meet SASO requirements. However, it should be noted that some special products (such as chemicals and medical devices) may require additional special certifications.

Precautions:

  • Certification materials must be in English or Arabic, and technical documents should include product photos, structural diagrams, and other details.
  • Saudi standards are frequently updated. It is recommended to confirm the latest requirements through official channels (such as the SASO website) before exporting.
  • The certification cycle is usually 4-8 weeks, and sufficient time should be reserved to avoid delivery delays.
