Qualifications Required for Bidding on Mobile Toilets

Admin October 05, 2026

The qualifications required for bidding on mobile toilets vary depending on the project. Common qualification requirements include compliance with Article 22 of the Government Procurement Law of the People's Republic of China or possessing an independent legal entity status and a business license with a specific scope of operations.

I. Basic General Qualifications: Article 22 of the Government Procurement Law
Most government procurement projects for mobile toilets (such as the purchase of mobile vehicle-mounted public toilets, bidding by the Dazhou Environmental Sanitation Management Office, and public toilet projects in Yulin High-tech Zone) require bidders to meet the provisions of Article 22 of the Government Procurement Law of the People's Republic of China. This article includes six core requirements:

  1. Entity Qualification: The ability to independently assume civil liability, usually requiring the provision of documents such as a business license and organizational code certificate;
  2. Financial Condition: Having good commercial reputation and a sound financial and accounting system, requiring the submission of recent annual financial audit reports or bank credit certificates;
  3. Performance Capability: Possessing the necessary equipment and professional technical capabilities to perform the contract, requiring the provision of equipment lists, technical personnel qualification certificates, or similar project cases;
  4. Tax Payment Record: Having a good record of paying taxes and social security funds in accordance with the law, requiring the provision of tax payment certificates and social security payment vouchers for the past six months;
  5. Credit Record: Having no major illegal records in business activities within the three years prior to participating in government procurement activities, requiring the submission of a written statement or query results from Credit China;
  6. Legal Compliance: Meeting other conditions stipulated by laws and administrative regulations, such as specific industry licenses or environmental protection requirements.

II. Specific Project Qualifications: Independent Legal Entity Status and Scope of Operations
Some projects (such as the leasing of mobile toilets in the Dujiangyan Scenic Area) have more detailed qualification requirements and require simultaneous compliance with:

  1. Independent Legal Entity Status: The bidder must be a legally registered enterprise legal entity, providing a copy of the business license;
  2. Scope of Operations Match: The business license must explicitly include phrases such as 'environmental sanitation public facility installation services' to ensure the capability to install and maintain mobile toilets.

III. Key Points for Qualification Review
Bidders need to prepare materials according to the specific requirements of the project bidding documents, focusing on:

  • The timeliness of qualification certification documents (e.g., financial reports must be from the recent year);
  • The match between the scope of operations and project requirements;
  • The completeness of credit records (e.g., no administrative penalties or records of dishonest individuals subject to enforcement).

It is recommended to carefully read the bidding announcement before bidding and contact the bidding party if necessary to confirm qualification details to avoid disqualification due to incomplete materials.
