Demolition of Prefabricated Panel Houses in Luoyang

Admin September 18, 2026

Luoyang does not have a unified regulation requiring the comprehensive demolition of prefabricated panel houses; instead, it adopts a classification approach based on actual circumstances.

I. Houses Meeting D-Grade Dangerous Building Standards If a prefabricated panel house is identified by a professional institution as meeting D-grade dangerous building standards, meaning its load-bearing structure can no longer meet safe usage requirements and the entire building is in a dangerous state, such houses may be prioritized for demolition. D-grade dangerous buildings pose significant safety hazards, and continued use could threaten the lives and property of residents, making demolition a necessary measure to ensure safety.

II. Houses Meeting Urban Planning Requirements If a prefabricated panel house is located in the city's core area and meets the requirements for urban village renovation or urban planning, it may also be demolished according to the plan. As cities develop, certain areas require functional adjustments or upgrades to enhance the overall city image and residents' quality of life. In such cases, prefabricated panel houses that meet planning requirements may be included in the demolition scope.

III. Houses in Special Areas Prefabricated panel houses located in earthquake-prone areas or high-risk geological hazard zones may also be prioritized for demolition due to the high natural disaster risks in these areas, where the seismic performance and structural stability of prefabricated panel houses may not meet safety requirements. Demolishing such houses helps reduce losses caused by natural disasters.

IV. Houses with Excessive Age and Lacking Repair Value For prefabricated panel buildings over 40 years old that lack repair and reinforcement value, due to severe structural aging and damage, high repair costs, and limited effectiveness, they may also be prioritized for demolition. Demolishing such houses helps improve residents' living conditions and enhances the overall urban environment.

When handling prefabricated panel houses, Luoyang should follow the above principles for classification and treatment, rather than adopting a one-size-fits-all approach of comprehensive demolition. This approach considers both the safety and practicality of the houses, as well as urban planning and residents' living needs.
