Laishui Rural Mobile Toilets

Admin September 23, 2026

The following is information about mobile toilets in rural areas of Laishui:

Construction Principles and Current Status

The construction of rural public toilets in Laishui County adheres to Hebei Province's implementation plan for the rural toilet revolution during the 14th Five-Year Plan period. It focuses on public places and areas with a high concentration of floating populations, setting standards based on village population size: villages with fewer than 500 people can build new toilets or renovate existing ones; villages with 500-1000 people should have at least one toilet per village; and for villages with more than 1000 people, an additional toilet should be added for every 500-1000 people. Currently, Laishui County has a total of 481 rural public toilets (excluding those in schools and tourist areas), of which 374 are sanitary toilets, achieving the goal of having at least one sanitary toilet per village.

Management and Maintenance Mechanisms and Operational Models

Laishui County has established a comprehensive management and maintenance mechanism, covering repairs, fecal sludge removal, harmless treatment, toilet management, and operational supervision. By constructing 30 large three-compartment fecal sludge treatment facilities, equipping 60 fecal suction trucks, and procuring third-party service companies for repairs (paid) and fecal sludge removal. The removed fecal sludge is treated harmlessly and then provided to the public for free. Toilet management designates village-level responsible persons, discloses management systems and contact information, and accepts supervision from county and township authorities. From 2021 to 2022, information cards were issued to households that received financial support for toilet renovations to facilitate supervision and repair requests.

Mobile Toilet Rental Services

To meet temporary needs, the Laishui area offers trailer-mounted mobile toilet rental services. These facilities can be relocated by vehicle towing, with chassis compliant with highway driving standards and hitch devices compatible with common towing vehicles. The sanitation treatment system uses either storage tanks for waste or biodegradation technology, eliminating the need for external sewage pipes. Internally, they are equipped with basic modules such as toilets, washbasins, and ventilation devices, with box materials mostly being fiberglass or metal sandwich panels. Rental services cover needs assessment, transportation, and maintenance, suitable for construction sites, events, and other scenarios. Haoshitong Pipeline Engineering (Beijing) Co., Ltd. provides relevant services, with contact numbers 13651152056 (Beijing area) and 13611098718 (other areas in Hebei Province).

Construction Challenges and Future Plans

The main challenges currently faced include land planning restrictions and insufficient construction funds. The next steps include: building or rebuilding 47 public toilets in 2024 (such as the reconstruction project in Xiaomingyu Village, Zhaogezhuang); selecting construction modes according to local conditions, using water-based toilets where suitable and dry toilets where not; continuously improving the level of post-construction management and maintenance services, and strengthening publicity efforts.
