Demolition of Prefabricated Panel Houses in Keqiao
The demolition of prefabricated panel houses in Keqiao requires meeting the conditions of dangerous building appraisal or urban renewal planning. Currently, only individual dangerous building projects have initiated demolition, and large-scale demolition awaits further policy and financial support.

Disposal Principles
The disposal of prefabricated panel houses in Keqiao District follows three approaches:
1. Normal Use: After inspection, the vast majority of prefabricated panel houses are structurally safe and meet design requirements. Owners can continue to use them reasonably for their original purposes without forced demolition.
2. Evacuation and Prevention: For prefabricated panel houses identified as dangerous buildings (such as Class C dangerous buildings) by professional institutions, evacuation and prevention measures are taken, including cutting off water and electricity supplies and implementing physical barriers, to ensure personnel safety and initiate demolition and hazard resolution procedures. For example, seven Class C dangerous buildings in Kefu Community have been evacuated and demolition has commenced.
3. Urban Organic Renewal: If a prefabricated panel community is within the scope of urban renewal planning (such as ancient town construction or industrial park development), it can be included in the overall demolition plan. For example, Jinxiuyuan Community near Keqiao Ancient Town was demolished and renewed due to ancient town construction planning.
Demolition Conditions
1. Dangerous Buildings Priority: Only prefabricated panel houses identified as dangerous buildings can initiate demolition procedures. According to the 'Regulations on the Management of Dangerous Buildings in Cities', Class C dangerous buildings (partially dangerous) require partial reinforcement or demolition, while Class D dangerous buildings (overall dangerous) require complete demolition. Class C dangerous buildings in Kefu Community have been used as a typical case to initiate on-site demolition.
2. Urban Renewal Projects: If a prefabricated panel community is within the scope of urban renewal planning, it can be demolished in its entirety. For example, in 2020, Keqiao District planned to demolish multiple prefabricated panel communities through the Diyang Future Community Construction Project, but this was suspended due to the Ministry of Housing and Urban-Rural Development's policy of 'preventing large-scale demolition and construction' and economic factors.
3. Policy and Financial Support: In 2024, the State Council proposed to 'implement an additional 1 million城中村 (urban villages) and dilapidated housing renovations through monetary resettlement and other means'. The Ministry of Finance supports local debt resolution, and the Keqiao government can适度贷款 (moderately borrow) for development, providing a financial turning point for demolition and renewal.
Current Progress
As of 2026, only seven Class C dangerous buildings in Kefu Community in Keqiao District have initiated demolition, and other prefabricated panel communities have not been included in the demolition plan. In the 2026 land acquisition and contiguous development plan, the only publicized project is the industrial area in Linghu Village, Qianqing Street (covering an area of approximately 13.9 hectares and intended for industrial use), which does not involve the demolition of prefabricated panel communities. Large-scale demolition awaits further policy clarification and funding availability.
