How to Transfer Prefabricated Panel Houses
Admin September 18, 2026
The transfer process for prefabricated panel houses is similar to that of ordinary houses, but additional conditions such as clear property rights and compliance with planning must be met. The specific process is as follows:

I. Preparation Before Transfer
Verify Property Rights
- Confirm the information of the property owner and check for the existence of co-owners, mortgages, or leases. If there are co-owners, all co-owners must sign a consent to sell document. If the house is mortgaged, the loan must be repaid and the mortgage registration must be released before the transfer. If the house is leased, the seller must provide a written statement from the tenant waiving the right of first refusal.
- Verify that the property rights are clear and ensure there are no property disputes or seizure records.
Meet Basic Transfer Conditions
- Prefabricated panel houses (bungalows) must comply with local planning and construction requirements, and the land nature must allow for transactions (e.g., homesteads must comply with policy regulations).
- The house must be free of mortgages, seizures, or other restrictions on transactions.
Understand Special Requirements
- If the purchase is made by a company or the transfer is entrusted, a company authorization document or notarized power of attorney must be provided.
- Understand local household registration policies to confirm whether they affect household migration after the transfer.
II. Specific Transfer Process
Sign a Sales Contract
- The buyer and seller must sign a written contract specifying the total house price, deposit, payment method, delivery time, liability for breach of contract, and other terms. The contract must indicate the ownership of items included with the house (e.g., fixed decorations, furniture, and appliances).
Handle Online Registration and Fund Escrow
- Go to the local housing authority to handle online registration procedures and lock the transaction information.
- Open a dedicated account at the fund escrow window, and the buyer deposits the purchase price into the escrow account to ensure fund security.
Apply for a Loan (if necessary)
- If the buyer needs to finance the purchase with a loan, they must submit a loan application to the bank and provide materials such as income proof and credit reports. After the bank approves the application, it issues a loan commitment letter.
Pay Taxes and Fees
- The buyer and seller jointly go to the tax window to pay personal income tax, value-added tax, deed tax, and other taxes. The specific tax rate is determined based on factors such as the house area and holding period.
Submit Transfer Application
- Bring materials such as an ID card, sales contract, property certificate, and tax payment proof to the house ownership registration center, fill out an application form, and submit the transfer application.
Receive the New Property Certificate
- After the transfer application is approved, the buyer can receive the new property certificate. If a loan is involved, the property certificate may be kept by the bank and returned after the loan is repaid.
III. Post-Transfer Matters
- Handle the transfer of accounts for utilities such as water, electricity, gas, and heating.
- Complete the transfer of the maintenance fund (if applicable).
- If household migration is required, promptly go to the police station to handle the relevant procedures.
