Renovation of Prefabricated Panel Houses in Hefei
The renovation of prefabricated panel houses in Hefei can be carried out by incorporating them into the renovation plan for old residential areas or by using prefabricated building technology for in-situ reconstruction.

Incorporation into the renovation plan for old residential areas: Some prefabricated panel houses in Hefei have been included in the renovation plan for old residential areas. Taking Jiangnan Xincun in the High-tech Zone as an example, this residential area, consisting of prefabricated panel houses, has been clearly listed in the 2025 renovation plan for old residential areas. During the renovation process, various issues such as roof leakage will be comprehensively addressed, aiming to improve the living environment and enhance the living quality of residents. This renovation method is usually led by the government, which carries out comprehensive upgrades of the infrastructure and housing appearance in the residential area through unified planning and construction, so as to solve common problems of prefabricated panel houses, such as housing aging and outdated facilities.
In-situ reconstruction using prefabricated building technology: For prefabricated panel houses with serious safety hazards, such as wall cracking, severe leakage, and being identified as Class D dilapidated houses, prefabricated building technology can be used for in-situ reconstruction. In 2025, Building 1, No. 14 Mingguang Lane, Yaohai District, Hefei, a prefabricated panel old building, adopted this method. Residents raised funds and, with the help of the government, carried out reconstruction on the original site according to the original area and height. Prefabricated building technology has many advantages. The construction of the superstructure only takes 40 days, with a prefabrication rate as high as 71%. Compared with the traditional cast-in-place method, the construction period is shortened by about 70%, on-site concrete pouring operations are reduced by 70%, wall masonry operations are reduced by 90%, and dust emissions are reduced by more than 90%. The reconstructed houses have a design service life of 50 years and fully meet the seismic safety standards. In terms of the funding model, this project adopts the method of "40% self-financing by residents and 30% subsidies from the municipal and district governments respectively", with a construction cost per square meter of about 1,300 yuan (self-financed part by homeowners). This funding-sharing method reduces the financial burden on residents and also reflects the support and guidance of the government.
