Demolition of Prefabricated Panel Houses in Hefei

Admin September 19, 2026

The demolition of prefabricated panel houses in Hefei should be carried out in accordance with the specific conditions of the houses and relevant policy regulations. Currently, there is no unified policy for the demolition and in-situ reconstruction of old residential buildings, but some priority demolition scenarios and resettlement methods have been clarified.

I. Policies for the Disposal of Dangerous Housing At present, for dangerous housing in Hefei that has been identified as Class C and Class D, if the disposal method is renovation and reconstruction, the "Interim Provisions on the Management of Renovation and Reconstruction of Dangerous Housing in Urban Areas of Hefei" (HF [2024] No. 22) must be implemented, and the cost-sharing shall follow the "Interim Measures for the Management of Subsidy Funds for the Disposal of Dangerous Housing in Urban Areas of Hefei" (HF [2024] No. 23). This means that for prefabricated panel houses identified as dangerous, there are clear policy bases and cost-sharing methods if renovation and reconstruction are chosen.

II. Policies for the Demolition and In-situ Reconstruction of Old Residential Buildings Regarding the demolition and in-situ reconstruction of old residential buildings, although the "Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting High-Quality Urban Development" issued on August 28, 2025, proposed to "steadily promote the renovation of urban villages and dilapidated houses, and support the self-renewal and in-situ reconstruction of old housing," there are currently no specific policies in Hefei. However, the Luyang District Housing and Urban-Rural Development Bureau stated that once relevant policies are introduced in Hefei, it will actively provide policy guidance and technical support in accordance with its functions and work together with local and relevant units to promote the implementation of projects.

III. Types of Prefabricated Panel Houses Prioritized for Demolition From the perspective of national policy guidance and local practices, the prefabricated panel houses prioritized for demolition mainly fall into three categories: dilapidated houses identified as Class D by professional institutions; prefabricated panel houses located in earthquake-prone areas and high-risk geological hazard areas; and prefabricated panel buildings that are over 40 years old and lack the value of repair and reinforcement. These houses are listed as priorities for demolition due to their serious safety hazards or loss of repair value.

IV. Resettlement Methods For residents who truly need to be relocated, the resettlement methods usually include monetary resettlement and in-situ return (in-situ reconstruction). Monetary resettlement refers to the government providing residents with certain monetary compensation, and residents solve their housing problems on their own. In-situ return means that after the original house is demolished, residents obtain new housing on the original site in accordance with a certain proportion or standard.
