Fuxin Rural Mobile Toilet
The situation regarding rural mobile toilets in Fuxin mainly revolves around the long-term operation and maintenance management mechanism for rural household toilets, aiming to ensure the normal use of rural household toilets and meet the living needs of farmers.

Purpose of the Mechanism
Fuxin has issued guidelines on the long-term operation and maintenance management mechanism for rural household toilets to comprehensively consolidate and expand the achievements of the investigation and rectification work on rural household toilets in agriculture-related fields. By improving and perfecting the long-term mechanism, it focuses on solving the problem of poor operation of the management and maintenance mechanism discovered during the rectification of rural household toilets, achieving a closed-loop management of “repairing broken toilet fixtures, pumping out full fecal waste, and effectively utilizing the pumped waste”, ensuring the long-term and stable operation of the management and maintenance mechanism, and meeting the daily living needs of farmers.
Scope of Application
This mechanism applies to existing rural household toilets that have been invested in, constructed, and passed acceptance inspections by the government. It specifically covers various types of sanitary toilets, including three-compartment toilets, double-tank alternating toilets, and other sanitary toilets, flush toilets with supporting sewage treatment facilities, as well as other rural sanitary toilets that meet national standards.
Key Tasks
- Establish a Responsibility System: County-level authorities should formulate rural household toilet management and maintenance plans, establish a long-term management and maintenance service system, and strengthen supervision and management. Township people's governments, as the responsible entities, should formulate specific management and maintenance methods and implement management and maintenance responsibilities. Village-level entities are the implementing bodies and should organize the operation and maintenance management and maintenance services for household toilets in their villages. Farmers are the main bodies for the maintenance and management of household toilets and should bear the primary responsibility for toilet management and maintenance.
- Establish Professional Teams: Establish rural household toilet management and maintenance and technical service teams and explore market-oriented management and maintenance mechanisms. Ensure the professionalism and efficiency of household toilet management and maintenance work through professional teams.
Property Rights Transfer Mechanism
In accordance with the principle of “the user maintains, and the beneficiary is responsible”, for newly built rural household toilets, after passing acceptance inspections, county (district) governments can organize agricultural and rural departments, townships, etc., to carry out the transfer of property rights (including ownership, use rights, and management and maintenance rights) of household toilet facilities, clarifying the responsibilities of all parties in the use and maintenance of household toilets.
