Fujian Prefabricated Houses

Admin September 17, 2026

Fujian Province has clear policy plans for the governance and renovation of prefabricated houses, and will comprehensively promote relevant work, focusing on the classified treatment of houses with potential safety hazards.

Policy Planning and Objectives

The "Implementation Opinions on Urban Renewal Work in Fujian Province" issued by Fujian Province in January 2026 clearly proposes the implementation of the "Urban Prefabricated Panel House Governance and Renovation Action," requiring a comprehensive and dynamic grasp of the base number of potential safety hazards in housing construction to provide basic data support for subsequent governance. The "15th Five-Year Plan for Urban Renewal" issued by the State Council in May of the same year further refines the objectives, requiring the establishment of files and dynamic updates for urban C- and D-level dangerous housing and non-complete housing, among which D-level dangerous housing needs to be accelerated for demolition and renovation, while the governance and renovation of prefabricated panel houses should proceed steadily.

Classification and Handling Principles of Housing Safety Levels

According to current appraisal standards, housing safety levels are divided into four grades: A, B, C, and D, with different handling methods depending on the grade:

  • D-level dilapidated houses: The load-bearing structure can no longer meet the requirements for safe use, posing a risk of collapse, and priority should be given to demolition and renovation.
  • C-level houses: The load-bearing capacity of local load-bearing structures is insufficient but has not reached the point of collapse, and they are usually reinforced and repaired to restore structural safety.
  • A- and B-level houses: The structure is safe and can continue to be inhabited without immediate renovation, but they need to be included in a dynamic monitoring system.

Targeted Measures for Governance and Renovation

The policies of Fujian Province emphasize "classified strategies":

  1. Dynamic management: Through the establishment of files and regular data updates, accurately identify houses in need of renovation to avoid a "one-size-fits-all" approach.
  2. Risk priority: Focus on D-level dilapidated houses, prioritize the elimination of major safety hazards, and safeguard the lives and property of residents.
  3. Steady progress in the renovation of prefabricated panel houses: Combine with the overall plan for urban renewal to gradually improve the living conditions of prefabricated panel houses and enhance urban safety resilience.

Policy Significance

The governance and renovation policies of Fujian Province embody the principle of "prevention first and classified disposal," which not only addresses the safety issues of existing dilapidated houses but also provides institutional guarantees for the long-term governance of prefabricated panel houses, helping to promote the transformation of urban renewal towards safety and livability.
