Fuchuan County Container Mobile House

Admin September 15, 2026

No explicit policy regulations directly targeting container mobile houses in Fuchuan County have been found so far, but it can be inferred from existing planning management and construction permit documents that their construction needs to meet requirements related to land use, planning, and safety.

I. Planning Management
According to the "General Rules for Planning Management in Rural Areas of Fuchuan Yao Autonomous County (Trial)", in rural areas outside the urban development boundary where village plans have not been formulated, new construction, renovation, and expansion projects (including villagers' residences and rural industries) should take this regulation as the basis for spatial planning management and the issuance of rural construction planning permits. If container mobile houses are used for rural industries or villagers' residences, in areas without village plans, they need to comply with the control requirements in this regulation regarding land use nature, building height, and building density. If the area has a formulated village plan, the statutory village plan should be implemented first, and unspecified contents can refer to this regulation.

II. Construction Permits
If the construction of container mobile houses involves the conversion of agricultural land, approval procedures should be carried out in accordance with relevant national and autonomous region regulations. For human settlement construction projects such as domestic waste and sewage treatment, toilet fecal waste treatment, and village appearance improvement, as well as small-scale infrastructure projects like rural water supply and drainage and village roads, under the premise of complying with territorial spatial planning and land use control rules, meeting relevant laws, regulations, standards, norms, and local technical requirements, and ensuring safe utilization, they may be exempt from the technical review of planning schemes and rural construction planning permits. However, whether container mobile houses belong to such exempt projects needs to be judged based on their specific uses and scales.

III. Safety and Compliance
Regardless of whether planning permits are required, the construction of container mobile houses must ensure safe utilization and meet requirements for building structural safety and fire safety. If used for business activities, they also need to comply with regulations from relevant departments such as market supervision and fire protection. For example, business entities may need to obtain business licenses, and those involving special equipment such as gas need to comply with safety standards.
