Mobile Toilet Management During the Epidemic Period

Admin October 13, 2026

For mobile toilet management during the epidemic period, reference can be made to the ISO 24599:2025 standard, which provides a systematic guide for the full-process management of electric mobile toilets. The following provides an explanation from four aspects: scope of application, core management content, application scenarios, and the significance of the standard:

Scope of Application
The ISO 24599:2025 standard specifically addresses management needs during major respiratory and intestinal infectious disease epidemics (such as COVID-19, cholera, etc.). It is not applicable to non-infectious public health events such as mass diseases of unknown cause, food poisoning, or occupational poisoning. Its core objective is to reduce the risk of pathogen transmission through mobile toilets and ensure the safe use of temporary sanitation facilities.

Core Management Content

  1. Full-Process Management: This covers six key aspects: planning and deployment, facility configuration, operation and maintenance, cleaning and disinfection, waste disposal, and personnel protection. For example, during the planning phase, the number and distribution of toilets need to be determined based on population density and epidemic severity; facility configuration must meet requirements for water and electricity connections, ventilation, and splash prevention.
  2. Cleaning and Disinfection:
    • Cleaning: Physical methods are used to remove surface contaminants (such as feces and vomit) to create conditions for disinfection.
    • Disinfection: Chlorine-based disinfectants or ultraviolet equipment are used to kill pathogens, with a focus on high-contact areas such as door handles and flush buttons.
    • Terminal Disinfection: After the epidemic ends or the source of infection is relocated, the toilet undergoes comprehensive harmless treatment to ensure no residual pathogens remain.
  3. Personnel Protection: Cleaning staff, users, and waste transport personnel are required to wear personal protective equipment (PPE) such as protective suits, masks, and gloves, and to follow standardized procedures for doffing to avoid cross-infection.
  4. Waste Disposal: Excreta must be chemically disinfected or heat-treated before being sealed and transported to prevent leaks during transit; solid waste (such as tissues) should be collected separately and disposed of individually.

Application Scenarios
This standard is applicable to scenarios requiring temporary sanitation facilities, such as emergency rescue (e.g., earthquake-stricken areas), large-scale public events (e.g., music festivals), construction sites, and remote communities, especially those lacking fixed sewage systems.

Significance of the Standard
The release of ISO 24599:2025 marks the entry of global emergency environmental sanitation management into a standardized phase. By unifying management processes and technical requirements, it significantly enhances the safety of mobile toilets during epidemics and provides crucial support for building a resilient public health system.
