Dingnan County Mobile Toilet Renovation

Admin October 12, 2026

Dingnan County has taken multiple measures in mobile toilet renovation, including rural 'problem toilet' rectification, urban public toilet upgrading projects, and 'toilet revolution' related initiatives.

In terms of rural 'problem toilet' rectification, Lingbei Town has taken the rectification as an opportunity to improve the quality of the rural living environment. Starting with changing the mindset of the villagers, through household inspections, policy explanations, and demonstration-led initiatives, the town has guided villagers to shift from a 'forced to change' to a 'willing to change' mindset, promoting the renovation of rural household toilets. At the same time, a work plan has been formulated, clarifying time nodes and standard requirements. Following the principles of 'classified implementation, coordinated promotion, and scientific management', the integration of sanitary toilet renovation with rural living environment improvement and ecological civilization construction has effectively improved the sanitary conditions of rural toilets.

For the urban public toilet upgrading project, Zhongyuanfang Engineering Consulting Co., Ltd. has issued a relevant competitive negotiation announcement. The project has a budget of 2,270,000.00 yuan and a maximum limit price of 1,966,624.04 yuan. The contract performance period requires signing the contract within 10 working days from the issuance of the notice of award and completing the project within 90 calendar days. Joint bidding is not accepted, and there are corresponding requirements for applicant qualifications. This project aims to upgrade the hardware facilities and service levels of urban public toilets.

In terms of 'toilet revolution' related initiatives, Dingnan County adheres to a problem-oriented approach, addressing shortcomings that affect the quality of life of the people through three measures: accelerating construction progress, strengthening daily maintenance, and optimizing service levels. Collecting and sorting out opinions and suggestions from the people, urban management, planning, tourism, and other departments jointly conduct on-site inspections and site selection to scientifically distribute public toilets. Coordinating the arrangement of construction and management budget funds, simplifying construction approval procedures, and providing convenience in terms of land use, building permits, water supply, and electricity. Improving construction standards and supporting facilities, urban public toilets are equipped with humanized supporting facilities such as sit-down toilets, tissue dispensers, wheelchair ramps, and grooming mirrors, and are provided with identification signs and directional signs. As of now, 8 new and renovated public toilets have been built in urban areas and towns, and 1,172 household toilet renovations have been completed. By purchasing services, urban public toilets are entrusted to professional cleaning companies for daily maintenance to ensure they meet the standards of 'four clean, three free, two unobstructed, and one bright'. Relying on the 'Smart Dingnan' urban cloud service platform, an electronic map of public toilets has been set up to facilitate the people to find nearby toilets.
