Certification of Container Mobile Houses

Admin September 17, 2026

The certification of container mobile houses involves multiple aspects, both domestically and for export, as detailed below:

Domestic Certification

The certification of integrated container houses is a quality evaluation system for modular prefabricated building products, led by the Certification Center of the China Academy of Building Research. The certification rules were formulated in February 2020 and filed with the National Certification and Accreditation Administration. The certification process includes document review, on-site inspection covering all production elements, and subsequent supervision. Its policy basis lies in the 2017 'Guidelines on Launching a Quality Improvement Initiative' and the 2018 'Guidelines on Strengthening the Construction of a Quality Certification System,' which explicitly call for the establishment of a third-party certification system. The advantage is that certified enterprises can be included in government procurement platforms, enhancing their market competitiveness.

Export Certification

  • Export to European Countries: Certification is complex, with different products subject to different directives and regulations. Generally, framed steel structures correspond to building materials, electrical appliances to the Low Voltage Directive (LVD) and Electromagnetic Compatibility (EMC) Directive, and kitchen gas to gas appliance testing standards. Required documents include house drawings (some countries require signatures from locally qualified architects/firms), product explosion diagrams (including detailed dimensional information such as floor plans and top views), a complete list of all materials (including product names and material information), and local testing/certification reports from the importer (products involving water, electricity, gas, and fire safety must have certification certificates recognized by the importing country, while other products like flooring also require corresponding certificates).
  • Export to Australia: A fundamental mandatory requirement is to provide an asbestos-free certificate for materials, which must be issued by an accredited laboratory. If used as a long-term residential unit, it may need to be assessed for compliance with Australian housing energy efficiency standards; if fixed electrical or plumbing systems are installed internally, relevant components must obtain electrical safety certification or water standards certification, respectively. Certification execution paths include obtaining a compliance certificate through testing and evaluation by a certification body recognized by Standards Australia, or accepting specific test reports from the exporting country if there is a mutual recognition agreement between the exporting country and Australia. Customs clearance requirements stipulate that the Australian Border Force will require relevant documentary evidence, including an asbestos-free declaration, otherwise, goods may be detained, returned, or forcibly destroyed, and legal liability may arise.
  • Other Certifications: As the application scope expands, fire safety issues have become prominent. Common fire-resistant testing standards include GB 9978.1, EN 1363/1364/1365, etc. SGS Fire Technology Services (FTS) can provide a one-stop testing and certification solution, including product testing, certification, and fire design consulting.
