How to Approve a Container House

Admin September 15, 2026

Container houses require approval because they fall under the category of buildings and need to be declared for approval when occupying public spaces or engaging in business activities.

The Necessity of Approval

As a type of portable cabin, container houses are mainly built to provide temporary accommodation and often occupy public spaces or involve business transactions, thus falling into the category of buildings. According to Article 25 of the Urban Real Estate Administration Law of the People's Republic of China, real estate development must strictly adhere to urban planning, implementing comprehensive planning, rational layout, integrated development, and supporting construction. This means that any building, including container houses, must undergo approval by relevant authorities before construction to ensure compliance with urban planning requirements.

Approval Process and Required Documents

  • Application for Approval: Before constructing a container house, an application must be submitted to the local land and resources department or urban and rural planning authority, along with relevant documents and materials such as land use certificates and planning permits.
  • Approval Process: Relevant authorities will review the application, including aspects such as land nature and planning compliance. If the application meets the regulations, corresponding approval documents will be issued; if not, the application may be rejected or modifications to the plan may be required.
  • Subsequent Management: After obtaining approval, construction must comply with relevant regulations to ensure that the construction of the container house meets the approval requirements. Additionally, during use, it must also be subject to supervision by relevant authorities to ensure its legality and safety.

Consequences of Unapproved Construction

If a container house is constructed without approval, it may be considered an illegal structure. According to relevant laws and regulations, illegal structures may face the risk of being demolished by urban management law enforcement authorities in accordance with the law. In addition, administrative penalties such as fines may also be imposed.
