Can Prefabricated Panel-Roofed Houses Be Renovated

Admin September 19, 2026

Prefabricated panel-roofed houses can be renovated. The new national policy introduced in 2025 has brought renovation opportunities for prefabricated panel houses. The following provides a detailed introduction from the aspects of renovation conditions and renovation methods:

Renovation Conditions

According to the "Interim Measures for the Renovation of Dangerous and Old Housing in Urban Areas of the Guangxi Zhuang Autonomous Region" (Draft for Public Solicitation of Comments), prefabricated panel houses that meet certain conditions can apply for renovation. Among them, prefabricated panel houses that have been identified as Class C and Class D dangerous housing by a qualified housing safety appraisal agency fall within the scope of renovation. Class C dangerous housing refers to housing where the load-bearing capacity of some structural components cannot meet the requirements for normal use, with local hazards occurring, constituting a partially dangerous building. Class D dangerous housing refers to housing where the load-bearing capacity of the structural components can no longer meet the requirements for normal use, with hazards occurring throughout the building, constituting a fully dangerous building. In addition, large-panel residential buildings (including prefabricated panel houses) completed before 2000 are also eligible for renovation applications.

Renovation Methods

  • Repair and Reinforcement: For some prefabricated panel houses with relatively minor structural damage that can meet the requirements for safe use through local repair and reinforcement, the repair and reinforcement method can be adopted. For example, repair and reinforce cracked prefabricated panels and reinforce problematic walls to improve the overall structural safety and durability of the house.
  • Original-Site Demolition and Reconstruction: If the prefabricated panel house is severely damaged and repair and reinforcement are difficult to meet safety standards, and the original site has the conditions for reconstruction, the original-site demolition and reconstruction method can be adopted. After demolishing the original house, reconstruction is carried out in accordance with new design standards and specifications to improve the living conditions and functional layout of the house.
  • Relocation and Resettlement: When the original site is not suitable for further construction or relocation is required due to urban planning and other reasons, relocation and resettlement of the residents of the prefabricated panel houses can be carried out. The government will provide new housing to enable residents to move away from the original prefabricated panel houses and improve their living environment.
