Bijie Allows Construction of Prefabricated Panel Houses

Admin September 19, 2026

Whether Bijie allows the construction of prefabricated panel houses requires a comprehensive assessment based on local policies, building regulations, and actual usage. Currently, no unified regulations explicitly prohibiting or permitting such construction have been found, but the following key conditions must be met:

1. Policy and Planning Requirements

The control over house construction in Bijie is primarily based on regulations such as the Regulations on Urban and Rural Planning of Guizhou Province and the Administrative Measures for the Construction of Rural Villagers' Residences in Guizhou Province (Trial), emphasizing compliance with territorial spatial planning, village planning, and land-use control requirements. If the construction site of a prefabricated panel house is located in an urban planning area, historical and cultural protection zone, or ecologically sensitive area, it may be prohibited due to planning restrictions. If it is on rural collective construction land or in an area that meets the approval conditions for homesteads and does not occupy permanent basic farmland, construction can generally be applied for, but prior approval must be obtained from the township government or natural resources department, and a Rural Construction Planning Permit or Construction Engineering Planning Permit must be obtained.

2. Building Safety and Seismic Standards

The seismic performance of prefabricated panel houses is a core consideration. According to the Code for Seismic Design of Buildings (GB50011-2010), some areas in Bijie (such as Weining County and Hezhang County, which are earthquake-prone) require design according to a seismic fortification intensity of 6 degrees or higher. If a prefabricated panel house does not adopt a reinforced concrete frame structure, does not have seismic structural columns and ring beams, or has poorly connected panel joints, it may be prohibited due to non-compliance with seismic requirements. If it undergoes professional design (such as adding seismic supports and optimizing joint connections) and passes the acceptance inspection by the housing and urban-rural development department, it may be permitted.

3. Usage and Scale Restrictions

  • Residential Use: For rural villagers constructing low-rise residential buildings (usually no more than 3 stories) with prefabricated panel structures on their homesteads, if they meet requirements for structural safety and fire exits, construction is generally permitted.
  • Commercial Use: If used for opening guesthouses, shops, etc., additional fire protection facilities and evacuation routes must be installed according to commercial building standards, and a Fire Safety Inspection Opinion for the Use and Operation of Public Gathering Places Before Commencement must be obtained; otherwise, construction may be prohibited.
  • Temporary Buildings: For temporary uses such as construction sheds and warehouses, a Temporary Construction Engineering Planning Permit must be applied for, and the usage period shall not exceed 2 years. After expiration, the buildings must be demolished.

4. Environmental Protection and Material Requirements

Bijie promotes green building standards, requiring new buildings to use energy-saving and environmentally friendly materials. If a prefabricated panel house uses high-energy-consuming and highly polluting materials (such as non-environmentally friendly insulation boards), it may be restricted due to non-compliance with environmental protection requirements. If it uses new materials such as lightweight partition panels and recycled aggregate concrete and passes energy efficiency tests, approval is more likely.

Recommendation: Before construction, consult the Bijie Housing and Urban-Rural Development Bureau or the local township government for specific policies, commission a qualified design unit to prepare construction drawings, and hire a licensed construction team to ensure compliance with planning, safety, environmental protection, and other requirements.
