Australia's Prefabricated Housing Policy

Admin September 18, 2026

The Australian government is actively promoting a prefabricated housing policy to address the housing crisis and enhance housing supply efficiency.

Funding and Pilot Promotion

The federal government has announced an investment of AUD 39.3 million to pilot the promotion of modular construction and prefabricated housing components. The core initiative is to develop an open-source 'kit of parts' system, a comprehensive set of modular housing components. These components can be prefabricated in factories and then transported to construction sites for rapid assembly into complete homes. The system aims to reduce production costs through standardized design while improving construction efficiency.

Policy Support and Objectives

Federal funding will directly support states and territories in advancing pilot projects, covering aspects such as design optimization, technical consultation, worker training, and supply chain development. The policy sets clear objectives: to prioritize the use of prefabricated components in social housing to shorten construction cycles, stabilize orders in the modular construction industry, and alleviate housing affordability issues. By scaling up the application of prefabrication technology, the government aims to lower housing unit prices, making housing more accessible to low- and middle-income groups.

Addressing the Housing Crisis and Labor Shortage

Australia is currently facing a severe housing shortage: after 18 months of implementing the 'Australia Housing Accord,' there is already a shortfall of 77,000 housing units, while the accord originally planned to build 1.2 million units between 2024 and 2029. The traditional construction industry has become a major bottleneck due to a shortage of skilled workers, with, for example, building a traditional home in New South Wales taking an average of over a year. In contrast, modular housing, with its highly integrated manufacturing process, reduces the need for on-site skilled labor by over 70% and can shorten the assembly period to a few weeks, significantly improving supply efficiency.

Market Forecast and Industry Outlook

Although prefabricated housing currently accounts for only 8% of Australia's total built housing stock, industry body prefabAUS predicts that with technological maturity and increased public acceptance, this proportion could rise to 30% within seven years. Driven by policy, prefabricated housing is expanding from social housing to commercial and private residential markets and may become an important part of Australia's housing system in the future.

This policy adopts a dual approach of technological innovation and industrial support to address both short-term housing crises and lay the foundation for long-term sustainable development, reflecting the government's systematic response strategy to housing issues.
