Project Implementation
There are different annual projects for toilet renovation in rural areas of Anguo. In 2023, there was the Anguo City Rural Toilet Renovation and Improvement Project, with the project number HBMX - 2023 - 007. It adopted a competitive negotiation procurement method, with a budget and maximum price limit both at 2,044,675.97 yuan. The contract performance period was 60 calendar days, and joint bids were not accepted. In 2025, the Peixian Rural Household Toilet Renovation and Improvement Project involves Anguo Town, with the project number JSZC - 320322045 - WFZX - C2025 - 0004. It also uses a competitive negotiation procurement method, with a budget amount of 633,600 yuan and a maximum price limit of 632,675.65 yuan. The contract performance period is to be completed by the end of June 2025, and joint bids are also not accepted.
Renovation Standards and Subsidies
The comprehensive subsidy ranges from around 1,000 yuan to 1,200 yuan. If a new toilet is built outside the main house, equipped with a door, lighting, and has a bathing function, and meets the acceptance standards for harmless sanitary toilets, and the dry latrine is removed, each household will receive a comprehensive subsidy of 1,500 yuan. If the dry latrine is not removed but is permanently capped, each household will receive a comprehensive subsidy of 800 yuan, and if it meets the standards, the subsidy can be increased to around 1,500 yuan. For household toilets that have received policy renovations before 2018 but did not meet the standards, if the dry latrine is sealed and used for other purposes, a three-compartment septic tank is built, or other improvements are made to meet the standards for harmless sanitary household toilets, each household will receive a comprehensive subsidy of 600 yuan.
Renovation Effects
Taking Xibozhang Village in Xifoluo Town, Anguo City, Hebei Province as an example, the toilet environment has been significantly improved after renovation. There are neat tiled walls, white enamel squat toilets, and it is clean and odor-free. The new "double-urn" toilets have the front urn connected to the squat toilet and the back urn sealed with a lid, both buried deep underground. For "three-compartment septic tank" and "biogas digester" toilets, the toilet pits and fecal storage tanks are leak-proof, the interiors are tiled, clean, free of fly larvae and odors, and can also inactivate parasite eggs and pathogenic microorganisms in the feces. After the toilet renovation, the situations of littering and direct fecal stacking in the village have decreased, the village appearance has improved, leading farmers towards a modern, civilized, and healthy new life. The villagers' hygiene concepts have changed, and they pay more attention to household hygiene.
