Xinjiang Mobile Toilet Project
Xinjiang has made remarkable achievements in its mobile toilet project through multiple measures such as procurement, construction planning, and service enhancement.

Procurement Projects
Multiple departments in Xinjiang have carried out mobile toilet procurement. The Party School (Administrative College) of the Xinjiang Uygur Autonomous Region procured 2 sets of finished mobile toilets with a budget of 600,000 yuan, targeting small and micro enterprises and using competitive negotiation. The contract performance period is 60 days. In the S101 tourist highway mobile toilet procurement project of the Xinjiang Uygur Autonomous Region Department of Culture and Tourism, Liaoning Jiayi Technology Co., Ltd. won the bid, procuring 16 mobile toilets at a unit price of 161,718.75 yuan with various specifications. In the Tasha Ancient Road mobile toilet procurement project, Nanjing Xinzhifa Integrated Housing Technology Co., Ltd. won the bid, procuring 10 mobile toilets with 8 toilet stalls and 10 restrooms with 10 toilet stalls at unit prices of 1,740,000 yuan and 1,920,000 yuan respectively, with clear specifications. Moreover, a correction notice was issued for this procurement project to correct some contents of the procurement documents.
Construction Achievements and Planning
As of now, the total number of tourist toilets across Xinjiang has reached 4,335, with plans to build 188 fixed toilets and 47 mobile toilets this year. In 2026, the Department of Culture and Tourism of the Autonomous Region issued the Three-Year Action Plan for the Quality Improvement of Tourist Toilets in Xinjiang (2026-2028), clarifying medium- and long-term construction and improvement goals and implementing special subsidy funds. Since 2023, a total of 36 Class I toilets have been rated across Xinjiang, and there are plans to rate an additional 15 in 2026 to lead and drive the overall improvement of service quality through demonstration. During the 15th Five-Year Plan period, Xinjiang will increase the construction and renovation efforts in key areas such as tourist attractions in accordance with the requirements of "sufficient quantity, clean and odorless, free of charge, and effective management", and promote the application of new water-saving, energy-saving, and environmentally friendly technologies and materials to improve construction quality.
Service Enhancement
While upgrading the hardware, the "soft power" of services has also been enhanced simultaneously. The Kanas Scenic Area has put into use a smart toilet system, with real-time display of available toilet stalls on the electronic screen at the entrance to reduce tourists' queuing time. Tourist toilets in Tekes County focus on humanistic care, equipped with dressing rooms and母婴室 (maternity rooms), with warm service contact cards posted, and free toilet paper and sanitary napkins provided. Dayou Town in Jimusaer County has promoted micro-renovation of tourist toilets, implemented a dedicated cleaning staff system, and set "odor-free, water-free, and stain-free" as mandatory assessment criteria.
